FRASER PLANNING COMMISSION
MINUTES

Commission: Commissioners: Vice Chair Katie Soles, Margaret Bowles, Philip
Vandernail, Parnell Quinn, Bob Gnuse and Sam Brewer

Vice Chair Katie Soles called the meeting to order at 6:30 p.m.
1. Roll Call: Vice Chair Katie Soles, Margaret Bowles, Philip Vandernail, Parnell Quinn,
Bob Gnuse and Sam Brewer
2. Approval of Agenda:
Commissioner Quinn moved, and Commissioner Vandernail seconded the motion to
approve the agenda. Motion carried: 6-0.
3. Consent Agenda:
a. Minutes August 26, 2020
b. Three Mile Plan
Commissioner Quinn moved, and Commissioner Bowles seconded the motion to
approve the Minutes from August 26, 2020 and the Three Mile Plan.
Motion carried: 6-0.
4. Discussion and Possible Action Regarding:
a. Minor Site Plan - 120 Railroad Avenue ~ Fence Proposal
Throughout the years, Hilly’s Hooker Service has received violation letters relating to
property maintenance and violation of conditions specified in Development Permit #019.
Chris Hillison attended the August 28, 2019 Planning Commission (PC) meeting to
discuss a violation letter he received in the summer of 2019. At this meeting, the PC
made a motion to allow up to one year to comply with the original permit and the number
of vehicles allowed. Chris was back at the August 26, 2020 PC meeting to discuss his
plan for fencing the property to mitigate the sight of the wrecked/impounded vehicles.
The survey work at 120 Railroad has taken more time than expected. Survey has been
completed and was included in the PC packet.
Chris Hillison presented to the Commission. He presented different fence and gate
materials for the fence.

Commissioner Quinn moved, and Commissioner Vandernail seconded the motion to
approve PC Resolution 2020-010-02 Hilly Hooker Service with the following changes
and additional conditions:
11. Chain link materials are not acceptable
12. Acceptable fencing materials include the following: wood, vinyl, composite or
corrugated metal
14. No vehicles are permitted to be parked on the railroad ROW or adjacent to Town
easements. No vehicles are permitted to park off 120 Railroad Avenue or in Town
ROW’s, or on property not owned by permitee without a parking easement.
15. East fence can be eliminated if property owners at 425 N Zerex Street (Fraser 1st –
Eastom 1st Lots 3-10, Block 7 less ROW) agree. Property owner consent in writing
is required.
16. If property is conveyed to another owner and/or business is leased to another owner,
this permitted use will need to be reviewed and approved by the Planning
Commission within 30 days of such transaction.
Motion carried: 6-0.

Quinn: Consider looking at vacant lots to determine what the future of these lots could
look like that could unify the town.
Bowles: Fraser River Trail conflict with multi model people on the trails going in two
directions.
Gnuse: Fraser River Trail possibly posting signage with speed limits or speed
restrictions in areas on the trail.

Commissioner Quinn moved, and Commissioner Bowles seconded the motion to
adjourn. Motion carried: 6-0. Meeting adjourned at 7:15 p.m.
