Mayor Bailey has requested that the Council engage in a discussion regarding the funding opportunities for Capital Improvements, including street repairs and paving, sidewalks, new buildings, etc. Raising the property tax by 3% each year seems to barely keep up with inflation and perhaps fund a few small projects. Mayor Bailey proposes two alternative paths available for the City to raise revenue sufficient to fund the various and many capital needs. One path is to present to the Voters a proposal for approval of a general obligation bond. Another is to present to the Voters another type of Local Option Tax funding with an increase in sales tax. It is being proposed to seriously consider either of the two methods described and present at least one to the voters at the November election. From a staff perspective the time associated with the process of these two methods is significant. If the Council identifies this to be a priority, community involvement which includes community forum type meetings, will need to take place. An ordinance will have to be developed and adopted by Council and then submitted to the County by September in order to get it on the November Ballot. It is unlikely that either would be ready for the November Ballot; however staff could work toward the May election deadline provided Council gives that direction.
