Department Approvals Initials Originator or Supporter   Mayor / Council     City Manager     Clerk     Treasurer     Community Development     Police Department     Public Works     Golf Course    COST IMPACT: Confidential Parks and Recreation    FUNDING SOURCE: Federal/State Grants, Airport Fund and City General Fund Airport NMC Originator    Library    TIMELINE: FY13 Information Systems      Grant Coordinator    SUMMARY STATEMENT: Congruent with recommendations provided by the 2007 McCall Municipal Airport Master Plan, an offer has been provided to landowner(s) at appraised value, as required by the Federal Aviation Administration (FAA), for purchase of 78.58 or 15.302 acres of land adjacent to the airport. Potential acquisition of 78.58 acres will enable the relocation of Taxiway Alpha to meet FAA design standards for runway/taxiway separation criteria, and will protect future compatible land use and development efforts. Should landowner(s) not concur with an offer to purchase 78.58 acres, a second offer for purchase of 15.302, required to relocate the parallel taxiway, will be available for consideration at the time of presentation. Contingent upon seller agreement of said offer and final approval of purchase and sale agreement by Council, approval is requested for purchase of 78.58 or 15.302 acres of aforementioned land. A draft copy of the purchase and sale agreement has been provided for review by Council, and is currently also under review by the City Attorney. This purchase and sale agreement must be subject to receipt of FAA Airport Improvement Program (AIP) grant funding, and a completed purchase and sale agreement must be in place prior to receipt of AIP grant funds. If both offers for land purchase are rejected, the Airport Manager will readress acquisition options with city staff and Council.  RECOMMENDED ACTION: Approve the pending purchase and sale agreement for acquisition of 78.58 or 15.302 acres of land adjacent to the McCall Municipal Airport contingent upon landowner(s) acceptance of offer at appraised value, final approval of the completed purchase and sale agreement by Council, and authorize the Mayor to sign all necessary documents.
