Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020 Orders imposing strict limits
on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the
general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town’s website
at www.brewster-ma.gov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at
http://livestream.brewster-ma.gov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can
adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting
remotely so that residents can send their comments in writing either before or during the meeting. In the event we are unable to live broadcast these meetings, despite best
efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at
http://tv.brewster-ma.gov. To submit public comment or questions to the Community Preservation Committee prior to or during the meeting please email to
cpcmeeting@brewster-ma.gov.

The Brewster Historical Commission in 2016 completed the
first of our three phase project to identify and document all the
historical structures in Brewster, thereby creating an inventory
of such structures. We now seek further funding
to continue the second phase- to complete the Massachusetts
State Form B analysis of all approximately 300 historical
building in Brewster. The current contract with Kathryn
Grover and Neil Larson is for $15400 (at an estimated cost per
form is $220.00) to complete 70 form B’s by June 30, 2019.
With the completion of the current contract 120 form Bs, will
have been completed. We seek an additional $15,400 to pay for
the completion of 70 more Form B’s by June 30, 2021. We plan
to eventually complete updated form B’s on all the historical
structures in our town.

April 2020 Brewster Housing Update
During the COVID-19 emergency, work continues to address the housing needs in Brewster.
Emergency assistance and support to residents & collaboration with organizations and services:
The Housing Coordinator is assisting residents with housing concerns and inquiries as well as
regularly communicating with local social service and housing organizations.
Available resources for residents: An important area of focus has been to compile resources that
are presently available for residents during the COVID-19 crisis. In coordination with the Council
of Aging, a list of food and additional resources was posted on the Town website and shared
with the Town’s affordable housing providers. The Housing Authority, Wells Court, and King’s
Landing all stated that their facilities were doing OK and that they had a moratorium on any
non-essential evictions. A COVID-19 resource folder has been created and will be continue to be
updated with new programs, guidance, and useful information. This will help the Town to
respond to needs and assist residents in maintaining their housing.
Potential Brewster Rental Assistance Program (B-RAP): The Trust B-RAP Task Group continues to
work on a potential B-RAP program. Additionally, the task group is exploring emergency rental
assistance possibilities. At this point, we are gathering information, determining the need for
Brewster residents, and identifying available resources (including from the Federal COVID-19
CARES funding package). The goal is to effectively utilize Trust funds to address resident need.
Work on ongoing housing initiatives: Communication continues with POAH (Preservation of
Affordable Housing) on Brewster Woods and the MassWorks grant implementation. Several
items are ready for follow-up upon the resumption of in person activity. Plans are in place for
the Millstone Community Housing Conceptual Plan Survey to be online in May.
Housing Video: The Chamber of Commerce’s Best of Brewster Show recently had a segment on
the Town’s community housing efforts. The video, now on the Brewster Homepage and the
Housing Office webpage, provides an overview of several Brewster housing initiatives.
Opportunities for Housing Trust & Housing Partnership members right now:
Lower Cape Coronavirus Housing Response Meeting Friday April 24th 10AM- Noon. This virtual
peer group, led by CDP, will share about how towns can support residents and advance housing
initiatives during the pandemic. CLICK HERE TO REGISTER
Open Space Survey. Brewster is updating its Open Space and Recreation Plan. Collaboration
between housing and open space is a priority of the Housing Trust. Please complete the survey

As Brewster non-regulatory boards look to resume meeting when able, the following housing items
are on the horizon in the near future:
SHI (Subsidized Housing Inventory): In May, the Housing Coordinator plans to send letters to all
SHI homeowners offering support and resources. Additionally, follow-up will continue on the
Sean Circle foreclosure and the uninhabited Yankee Drive property.
Millstone Community Housing Conceptual Plan online survey (May)
MassWorks & Brewster Woods Project (decision expected summer)
CDBG Housing Rehabilitation program (decision expected summer)
Trust consideration of rental assistance program (and/or emergency program)

Ongoing Activities/ Projects
1. Community Outreach and Education (Housing Production Plan (HPP) Strategy #13)
Responded to email and phone requests for information and assistance. 21 requests for housing assistance
(10) or information (11).
Compiled information on available resources, including eviction and foreclosure moratorium and mortgage
forbearance. Attended weekly Citizen’s Housing and Planning Association (CHAPA) COVID-19 meetings.
Participated in Brewster COVID-19 Community Social Service call.
Housing Office website update and posting of Best in Brewster housing interview video.
Wrote Brewster Housing Update for the Community Development Partnership (CDP) newsletter. Also
completed a Brewster Housing Highlights for CDP’s advocacy network.
2. Millstone Parcel (Select Board Strategic Plan Goal H-3, HPP Strategy #15)
The Housing Trust Millstone Task Group postponed the web survey of the three Millstone community
housing parcel conceptual sketches until May. Reviewed and updated the final draft of the Millstone Survey.
The sketches will also be distributed to department heads for professional input in May.
3. Brewster Affordable Housing Trust Fund (BAHT) (HPP Strategy #7)
The Housing Trust did not meet in April. Emailed Trust an April Housing Update.
4. Potential Brewster Rental Assistance Program (B-RAP)/ Emergency Rental Assistance Program
Housing Trust RAP Task Group held Zoom meeting. Created proposed parameters of a B-RAP. Also
discussed possibility of an emergency RAP. Information is to be presented at next Housing Trust meeting.
Surveyed local agencies regarding Brewster and Cape Cod COVID emergency rental assistance needs.
Attended two Zoom meetings specifically focused on developing an emergency rental assistance program.
One meeting facilitated by Citizens’ Housing and Planning Association (CHAPA) and Mass Housing
Partnership (MHP), the other exploring town and regional responses throughout the state.
5. Subsidized Housing Inventory (SHI) (HPP Strategy #10)
Building Commissioner had a site visit and report of building code requirements prior to resale of
affordable home.
6. Comprehensive Permit Projects (HPP Strategy #14)
Brewster Woods (29 affordable rental units). Continued assisting Donna Kalinick on MassWorks grant
(1.68 million). Work with Preservation of Affordable Housing (POAH) and the Community Preservation
Committee (CPC) regarding the grant award & agreement, MassWorks schedule, and required payments.
Brewster Woods revised grant agreement to be presented at next CPC meeting.
Habitat for Humanity- work continues on seven homes, no volunteers on site, expected completion in 2020.
7. Collaboration (HPP Strategy #9)
With the COVID- 19 emergency, contacted local housing, social service, and business organizations (12) to
check-in, determine level of community need and response, and offer support.
Attended Lower Cape Coronavirus Housing Response meeting.
New Projects/ Upcoming Activities
Brewster COVID-19 Emergency Assistance Fund will be introduced in May. Assisted the COA on the
application design and process.
Millstone Community Housing Online Conceptual Sketch Survey will be available in May.

1. Community Outreach and Education (Housing Production Plan (HPP) Strategy #13)
Open office hours offered Wednesdays 1-4 pm, also met with residents at other times upon request. 34
requests for housing assistance (14) or information (20).
Outreach for Millstone Parcel Community Engagement Session.
Shared outreach contact information with Health Department and Administration for COVID-19 response.
Compiled Food Resource and Emergency Assistance information sheet for COVID-19.
2. Millstone Parcel (Select Board Strategic Plan Goal H-3, HPP Strategy #15)
The Housing Trust held the 3rd Millstone Property Community Engagement Session on March 10th at the
Brewster Ladies Library. Over 35 people attended. The Housing Partnership also joined the session as their
March meeting. Barrett Planning and Mass Housing Partnership participated in the session that included
presentations on Brewster’s housing context, community outreach and input, the development process, and
an introduction of Bohler Engineering’s three conceptual drawings. Attendees voted on preferred design.
The web survey of the conceptual drawings was postponed due to the COVID-19 pandemic. The survey, as
well as submitting the designs to department heads for professional input, will take place at a future date.
3. Brewster Affordable Housing Trust Fund (BAHT) (HPP Strategy #7)
Establishing a permanent funding source for the Trust (Select Board Strategic Plan Goal H-1): Select Board
identified and discussed policy that 50% of the short-term rental tax be allocated to the Trust annually.
Potential Brewster Rental Assistance Program (B-RAP): Based on task group discussion and interviews
with local organizations, created B-RAP information sheet. Trust provided input, task group following-up.
Also gathering information and exploring potential of emergency rental assistance program for COVID-19.
4. Home Rehabilitation (Select Board Strategic Plan Goal H-2, HPP Strategy #6)
Community Development Block Grant (CDBG) application for housing rehabilitation and childcare
subsidies was submitted by grant writer. Decision on grant expected in summer 2020.
5. Subsidized Housing Inventory (SHI) (HPP Strategy #10)
An affordable home was foreclosed, now owned by Freddie-Mac. Retains affordability. Site visit with
realtors about resale process & with Building Commissioner to identify building code requirements.
6. Comprehensive Permit Projects (HPP Strategy #14)
Brewster Woods (29 affordable rental units). Continued assisting Donna Kalinick on MassWorks grant
(1.68 million). Work with Preservation of Affordable Housing (POAH) and the Community Preservation

Chair Faythe Ellis called the meeting to order at 4:45 pm
Recording or Taping Notification: “As required by the Open Meeting Law we are informing you that the Town will be
videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this
meeting they are required to inform the chair.” We request that all cell phones be turned off or to vibrate.

2. Discussion and possible vote on recommendations for funding award, condition and
liaison for the Open Space Committee’s request for $306,000 to acquire the Field/Kelley
property.
Faythe asked Elizabeth to talk us through the application.
Elizabeth responded the appraisal has been completed which came back at $500,000. The
property measures 10.41 acres, more than originally thought, which raises our funding request
amount to $395,500 from $306,000, inclusive of $70,000 from water department and $25,000 to
cover incidentals. Land is off Mcguerty road, the largest remaining lot in that area which directly
abuts our well field land. We will be applying for a state land grant which will cut the cost in half
and probably end up costing about $150,000.
Faythe had some clarifying questions – on page 1, the property is listed as the Field Kelley
property and as 106 Mcguerty Road. Faythe felt that consistency throughout the document and
future documents is important. As the legal description is 106 Mcguerty Road, that would seem
to be the better description to use going forward.
The CPC funding request is $395,500 which represents the total funding request and the total
request has to be taken to Town Meeting.

Paul recommended using the most current numbers to amend the application with the total
project cost of $395,500.
Faythe asked if there is a house on the property.
Elizabeth answered that there is and it’s being subdivided out, leaving us with 10.41 acres. The
Brewster Conservation Trust voted to contribute $30,000. They usually contribute ahead of time
or to debt closing which reduces our amount at closing. She didn’t include it in calculations for
the Warrant, but it will come off at closing.
Paul saw that the owners got a $50,000 per acre offer for a solar array to be put on that property,
and asked if it was the tax credit that made them go with the town and not with the solar array.
Elizabeth answered that we had been talking with them for a very long time, and it could have
gone either way.
Motion to recommend approval of $325,500 to acquire 106 Mcguerty Road of which
$25,000 is reserved for grant and legal expenses as well as other associated closing costs.

Next piece of this is to look at the Warrant Article for this parcel of 10.41 acres. We just voted
$395,500 - $300,500 from Open Space; $25,000 from Open Space; and $70,000 from water
receipts. We need to make it clear why the Brewster Conservation Trust is not entered into the
math. Historically, we have not included it in the Warrant Article.
Paul brought up that the summary does mention BCT will hold the required conservation
restriction. He suggested adding a line in the summary stating that receipt of either or both of
these awards will reduce the amount needed from the CPA Open Space Reserve Fund.
Motion to approve the draft Town Meeting CPC Warrant Article as presented here with
the aforementioned edits pending any modifications recommended by Town
Administration or Town Counsel.

3. Discussion and possible vote to amend the Brewster Woods award letter and grant
agreement to reflect that $295,000 of the CPA funds will be used as a MassWorks grant

with the MassWorks contract timeline, and extend the completion dates for the project.
Paul recused himself because he is on the HAC board.
Faythe told the Committee that this morning, Donna Kalinick, Jill Scalise, and Mimi Bernardo
were on a call with Town Counsel and POAH with issues around modifications we are
considering. We need more research, and the issues will be cleared up.
Donna Kalinick was there to represent Jill Scalise and Mimi Bernardo. She said the primary
point to know is that Town Counsel and POAH counsel will work together to draw up language
for the amendment of the agreement with a promissory note from HAC and another from POAH.

This would secure the CPC funding of $295,000 with a match from the MassWorks grant.
Regular agreements always involve Town Counsel for assurances for the Town. We did ask
them to work out the language for the next meeting on March 25th.
4. Discussion of Select Board Remote Participation Policy.
Faythe said that the 2/24/20 Select Board Remote Participation Policy lays out the requirements,
reasons, frequency, technology issues, and procedures. She asked the committee to please make
sure they are aware of the policy and take time to go through it.
5. Review and possible vote of draft award letters.
Housing Coordinator draft award letter – Roland Bassett passed out a copy of the draft award
letter. The Committee recommended he update the correct date; address the letter to Peter
Lombardi; update dollar amount to current $49,500; updating dates and the hours to 25 from 19.
Motion to approve the draft Housing Coordinator Award Letter with those edits.
MOVED by Roland Bassett. Seconded by Peggy Jablonski.

Pleasant Bay Community Boating draft award letter -
Faythe asked Peggy to walk the committee through the letter.
Peggy explained that she took the draft from another recreation project and their application from
our meeting on 2/12/20 where we voted to support their request for $25,000 for the Accessible
Dock Project with an added description and date the project must be complete – 2 years/ June 30,
2022.
Terms and Conditions listed:
1- TM vote on May 4
2- Sign grant agreement
3- Exhibit A, project application they submitted to us. CPC reimburse for work completed
4- Right to inspect work and any funds not utilized go back into Budgeted Reserve for CPA
5- Pleasant Bay would provide status update every 3 months until project is complete
Motion to approve the draft Pleasant Bay Community Boating Award Letter with those
edits.

Rollie walked us through the draft Whitecaps Award letter. Rollie had questions - are we holding
back some of the money until Phase 1 of the project is completed?

Paul answered that was his recollection of what we have been doing. They would be holding
back 5% and asked for that to be added to the letter.
Rollie said that this is different because we didn’t vote to give them the full amount, so he put in
the actual motion that changed the dollar amount for Phase 1. Appendix C is the breakdown of
what all the costs will be. Approval of funding request at Town Meeting. Project completed by
2022.
Paul suggested putting, “or as may be modified by the actual contracts.” They will be billing off
of the actual contracts.
Faythe recommended having the letter addressed to Brewster Baseball Club and the Brewster
School Committee as both would have to sign it.
Motion to approve the draft Brewster Whitecaps Funding Award Letter with those edits.

6. Vote to approve Minutes from 2/26/20 meeting.
Paul had some changes: page 2 under #4, the description of 1, 2, 3 bedroom accessible and ADA
compliant apartments, however many there are not handicap accessible and ADA compliant –
only 3 apartments are or some of which are. On page 3 at bottom, last line paydown of Besse
Cartway should be $400,000 rather than $100,000.
Motion to approve the Minutes from the 2/26 meeting with those changes.

7. Select Board and Finance Committee dates for warrant article presentations.
Faythe is on the Agenda for the Finance Committee meeting on March 18, 2020 at 6 p.m. to
present the CPC Warrant Article. Elizabeth will know in a day or two if she will be available to
present the information for Open Space and someone from Open Space Committee to be there as
well. Elizabeth will ask Mark to be there. We are on the SB Agenda for March 30, 2020.
8. Announcements.
Donna Kalinick came up to address the Committee to let them know that the Advanced Training
for the Affordable Housing Trust on Thursday, April 2, 2020 has been cancelled due to CDP
suspending all public trainings through April 15th. She suspects it will be rescheduled to the fall,
and will keep the Committee updated.

Project Status:
Note: Due to the COVID-19 restrictions, all our sites are closed to volunteers – also, various professional
trades have either closed or reduced their workforce. Therefore, construction progress has slowed
significantly. We will keep you apprised of projected changes to our schedules. We are in constant
communication with all our volunteers and professional trades and when it is possible and safe for them to
work on our sites, they will let us know, and we will let you know.
Even with the COVID-19 restrictions, construction is safely moving along. Trades are separating themselves safely
among the remaining seven homes. Roofs are completed as are interior partitions. Plumbing and Electrical are
close to final inspections. And all solar arrays have been installed and awaiting “Permission to Operate”.
Project Timeline/Schedule: On target for homes sales in August 2020. May be pushed back a month or two due
to COVID-19 slowdowns.

Ongoing Activities/ Projects
1. Community Outreach and Education (Housing Production Plan (HPP) Strategy #13, )
Open office hours offered Wednesdays 1-4 pm, also met with residents at other times upon request. 42
requests for housing assistance (23) or information (19). 9 requests were related to the CDBG applications.
Taped Best of Brewster segment with Asst. Town Administrator, Donna Kalinick.
Webpage updated and website announcement made.
2. Millstone Parcel (Select Board Strategic Plan Goal H-3, HPP Strategy #15)
Trust provided guidance to Bohler Engineering to prepare 3 conceptual sketches showing potential
community housing on the 16+ property.
Worked with Mass Housing Partnership and Barrett Planning to structure the 3rd Millstone Property
Community Engagement Session, scheduled for Tuesday March 10th at 6PM at the Brewster Ladies Library.
3. Brewster Affordable Housing Trust Fund (BAHT) (HPP Strategy #7)
Trust continued work on establishing a permanent funding source (Select Board Strategic Plan Goal H-1)
and recommended a policy that a minimum of 50% of the forecasted short term rental revenue go to the
Trust on annual basis.
Potential Rental Assistance Program- Task group developed initial program parameters for discussion.
Housing Trust General Information document approved.
4. Home Rehabilitation (Select Board Strategic Plan Goal H-2, HPP Strategy #6)
Robust outreach for Community Development Block Grant (CDBG) request for housing rehabilitation and
childcare subsidies. Information sessions held at Council on Aging, Stony Brook School and Town Hall.
Letters of support provided and over 40 pre-applications submitted.
5. Subsidized Housing Inventory (SHI) (HPP Strategy #10)
An affordable home, 275 Yankee Drive, was purchased with a $30,000 Buy-Down award. The new deed
rider survives foreclosure and uses an Area Median Income (AMI) based resale price formula.
6. Accessory Dwelling Units (ADU) (HPP Strategy #1 & #2)
Housing Partnership discussed ways to publicize and support creation of ADUs & ACDUs.
7. Comprehensive Permit Projects (HPP Strategy #14)
Brewster Woods (29 affordable rental units) submitted a funding application to DHCD. Worked with the
Community Preservation Committee (CPC) regarding adjusting the grant award ($550,000) and agreement
to account for MassWorks grant (1.68 million) and payment schedule.
8. Collaboration (HPP Strategy #9)
Attended Community Development Partnership (CDP) Post Institute Wrap Up Session.
Worked with Housing Authority and Council on Aging on generator for Frederick Court.

Expense Description:
The Brewster Historical Commission in 2016 completed the
first of our three phase project to identify and document all the
historical structures in Brewster, thereby creating an inventory
of such structures. We now seek further funding
to continue the second phase- to complete the Massachusetts
State Form B analysis of all approximately 300 historical
building in Brewster. The current contract with Kathryn
Grover and Neil Larson is for $15400 (at an estimated cost per
form is $220.00) to complete 70 form B’s by June 30, 2019.
With the completion of the current contract 120 form Bs, will
have been completed. We seek an additional $15,400 to pay for
the completion of 70 more Form B’s by June 30, 2021. We plan
to eventually complete updated form B’s on all the historical
structures in our town.
