SUMMARY STATEMENT:
The purpose of this work session is to establish criteria for ordinances that may need a public forum prior to adoption. As Council and staff work through the process of developing a
Governance Manual, it has been recognized that there are many ordinances and policies that create issues that affect the community as a whole. Many of these ordinances and policies
do not require a public hearing; however it is staff opinion that it may be prudent to do a public forum for these types of issues. Over the past five years there have been 55 ordinances
adopted by Council. Some of those ordinances that did not require a public hearing but had an impact on the community and may have benefitted from a public forum are the Airport Noise
Ordinance, Allowing Dogs in the parks, Title 5 Public Safety rewrite, Airport Rules, Smoke Free Parks, Snow Removal, Animal Control, and Solid Waste Management.
RECOMMENDED ACTION:
Give staff direction regarding the types of ordinances that would initiate a public forum prior to adoption.
