BSU can help the City follow recommended best practices, achieve the lowest borrowing costs, and provide validation for its decision-making. Cameron Arial, Ph.D Candidate at BSU is a regional expert in public finance and has an abundance of training and experience related to the full range of Idaho specific finance options. He has met with the City Manager to propose a Comprehensive Capital Facilities Finance Plan. Mr. Arial currently serves on the Associated Tax Payers of Idaho Board of Directors, Idaho Council of Governments Board of Directors, and Idaho Technology Council. Mr. Arial has been recommended by numerous cities and other Idaho municipal clients to assist with similar type studies and financings and he would encourage you to contact any one of them directly to inquire about their experience with him. Once the full proposal is received it will be forwarded to Council. The proposal will include Public Finance 101, Idaho Code, Finance Options, and Methods of Sale, GFOA Best Practices, Comprehensive Debt Analysis, Comprehensive Debt Service Coverage Analysis, Asset Analysis, Additional Studies (Local Option Sales Tax, Election Strategy), and Recommendations.  RECOMMENDED ACTION: Approve Staff to work with Cameron Ariel to develop a Comprehensive Capital Facilities Finance Plan pending mutual agreement of payment for services not to exceed $5000 and authorize the Mayor to sign all necessary documents.
