City staff comprised of the City Engineer, Public Works Superintendents, GIS personnel, City Planner, the Building Official and others reviewed and evaluated four different software packages from City Works, Beehive Industries, Lucity and Novotx. Asset Management software comes in various formats from Enterprise license versions to per module per user license. In addition, staff evaluated these various software packages to verify compatibility with existing City software, primarily Caselle Clarity. Most importantly, the Asset Management software had to be flexible and user friendly. Without this component, the software would likely not be used by field personnel and supervisors. After reviewing all software packages, it was a unanimous decision that Novotx’s Elements XS Asset Management is best suited for the City of McCall. It is the most cost-effective solution, including integration with Caselle Clarity, PAVER and ArcGIS. Public Works staff is requesting that the Sole Source Procurement process be used for the use of Novotx’s Elements XS asset management software. A memo from the Public Works Director describing the evaluation process and selection is attached. The resolution is attached for Council’s review.  RECOMMENDED ACTION: Adopt Resolution 13-13 and authorize the Mayor to sign all necessary documents.
