HOA, and LHTAC funding Parks and Recreation    FUNDING SOURCE: Federal funding through Idaho Transportation Department Airport      Library    TIMELINE: Applications due September 3, 2013; projects to start in FY14; complete in FY15 Information Systems      Grant Coordinator / Originator  SUMMARY STATEMENT: The Idaho Transportation Department has allocated approximately $3.5 million statewide for transportation projects identified in the Transportation Alternatives Program. Projects primarily are for bicycle/pedestrian and other mobility projects. The City of McCall submitted 4 Notice of Intent applications on July 15, 2013. ITD approved those pre-applications and invited the City to submit full applications. City Staff met to discuss the projects and recommended not moving forward with the Springs Pathway due to lack of time to acquire right of way as well as lack of available matching funds. Staff recommend the following applications: 1. Funding for the FY14 Park St. reconstruction project to include funding for pedestrian facilities 2. Wooley Avenue detached pathway 3. McCall Redevelopment Agency pedestrian improvements This funding will be extremely competitive, as 88 pre-applications were received by ITD. There is a required match of at least 7.34%. If funded, project sponsors will be required to adhere to all federal requirements, including environmental clearances. It is expected that projects will take two years to include design and engineering and construction.  RECOMMENDED ACTION Approve submission of three Community Choices for Idaho grant applications for bicycle and pedestrian projects and authorize the Mayor to sign all necessary documents.
