The City has received no objections to the published Notice of Sole Source Procurement. The Elements XS asset management software is the most cost-effective solution, including integration with Caselle Clarity, PAVER and ArcGIS. The software will give the Public Works Department primarily and other City Departments the ability to plan and execute daily work activities as well as plan for and execute a Capital Improvement Plan. A full implementation plan will be provided to City Council later in the month and the expected “go-live” date is April 1, 2014. Attached are the GIS-Based Asset & Work Management Proposal and Sale Agreement for your review  RECOMMENDED ACTION: Approve the contract with Novotx, LLC for the purchase of the Elements XS asset management software and authorize the Mayor to sign all necessary documents.
