Glenn Clerk Treasurer Greencastle Common Council Regular Meeting Minutes October 13, 2009 7:00 P.M. Greencastle City Hall Call to Order: Roll Call A. Mayor Murray called the regular meeting to order at 7:00 PM; upon roll call all councilors were found to be present. FILE Opy II. Public Hearing A. Resolution 2009 — 21, A Resolution Authorizing Additional Appropriations To The Annual Budget 1. Mayor Murray opened public hearing at 7:02 PM, closed after no comments at 7:03 PM Ill. Public Petitions and Comments IV. Special Requests A. Trick or Treating Times 1. Mayor Murray asked Council to set Trick or Treating Times. Motion by Adam Cohen to approve times for Saturday October 31 from 5:00 PM to 8:00 PM, second by Terry J. Smith, unanimous approval. B. Street Closure Request — October 30, 2009 1. South Indiana Street from Poplar to Walnut during downtown trick or treating times. a. Paul Champion, Pastor of First Christian Church, 110 S Indiana Street present for this request. Champion explained why this request is important to the safety of the children trick or treating on Friday evening from 4:00 PM to 6:00 PM. Discussion. Motion by Adam Cohen to amend and close South Indiana from W Walnut to W Poplar to Washington with Walnut street intersection remaining open, second by Mark Hammer, unanimous approval. V. Department Reports A. Cemetery — Ernie Phillips B. Engineer —Garth Hughes C. Fire Department — Bill Newgent, Present 1. Councilor Bingham asked regarding 36 businesses that failed fire inspections. Chief Newgent addressed this by stating that these violations could be minor or major and that John McPherson does a great job. Adam Cohen asked regarding runs for the year and Chief Newgent shared we are actually down for the year. D. Park and Recreation — Rod Weinschenk, Present 1. Jinsie Bingham thanked Rod for using volunteer manpower caring for DAR Cabin. Mark Hammer asked Rod about sealing Emerald Palace and Rod shared that this is scheduled and hope to do this soon. Rod updated Council on new grant "Arts in Illiana" partnering with Greencastle School and DePauw University targeting Heritage Fair downtown in May 2010, displaying art work throughout downtown. E. Planner —Shannon Norman, Present 1. Shannon Norman updated Council regarding MS4 project. Will be showing a video "After the Storm" on cable access channel. MS4 Grant program sponsored by DePauw University successfully helped to fund two projects so far; the Cemetery Project and GFD project. 4 projects submitted; DPW submitted 2 projects and will help with this project in the future. Terry J. Sm# thanked Norman for help on 4 th ward upcoming meeting at Ridpath. F. Police Department — Tom Sutherlin G. Department of Public Works — Brad Phillips, Present H. Water &Wastewater Department — George Russell, Present I. City Attorney - Laurie Robertson Hardwick, Present VI. Approval of Minutes A. Regular Meeting, September 8, 2009 1. Motion by Jinsie Bingham to approve as amended, second by Adam Cohen, abstentions by Mark Hammer and Phyllis Rokicki due to being absent for this meeting, motion carried. VII. Old Business A. Ordinance 2009 -12, An Ordinance For Appropriations And Tax Rates, Second Reading 1. Motion by Terry J. Smith reiterated his feeling that he wishes to reinstate the Clerk Treasurer's line item for CPA to $3,000, second by Phyllis Rokicki, motion failed 2 Ayes, 3 nays. Mark Hammer motion to approve as presented, second by Jinsie Bingham, 4 aye, 1 nay. Motion carried. VIII. New Business A. Resolution 2009 — 21, A Resolution Authorizing Additional Appropriations To The Annual Budget 1. Motion by Adam Cohen to approve as presented, second by Terry J. Smith, unanimous approval. B. Resolution 2009 -22, A Resolution Purchasing Surplus Property From The City of Greencastle 1. Withdrawn from table. IX. Approval of City Claims A. Payroll — $ 456,432.02 B. Pensioners - $18,587.35 C. Direct Payables - $ 90,219.58 D. Regular Payables - $ 83,505.75 1. Motion by Mark Hammer to approve as presented, second by Adam Cohen, unanimous approval. X. Reports A. Mayor's Report Page 2 of 3 1. Mayor Murray updated Council on visiting IACT and receiving the Green City Award. Tuesday November 3 League of Women Voters holding forum at City Hall with Senator Connie Lawson and Representative Nancy Michael. B. Clerk- Treasurer's Report C. Councilors 1. Terry J. Smith reported that Putnam County Jail will be hosting a Haunted Trail again this year from 8:00 to 10 PM beginning October 29 through 31. 2. Councilor Jinsie Bingham shared the news of loss of two prominent citizens in our community; former Sheriff and Mayor Robert Albright and James Twigg. Congratulations and thanks to Mr. and Mrs. Aud Walton for their endowment to the library in memory of their daughter Sherrie Walton Childress. XI. Adjournment A.
