SUMMARY STATEMENT:
The purpose of this MOU is to create a dedicated Valley County Trust Account, defined in the attached MOU as the Valley County/911 Mountaintop Communications Infrastructure Trust Fund.
This MOU was developed by the members of the 911 valley Communications group, an advisory committee to the Valley County Commissioners to provide permanent funding for the repair and
or replacement of communications equipment. The funds will be provided by each of the emergency response entities within Valley County at the annual cost of $500.00 per year, per entity.
This MOU serves to address the current problem of steadily decreasing funding as previously contributed by the Bureau of Homeland Security for mountaintop communications site repairs
and or equipment replacement. As a consequence to the steadily decreasing funds, the emergency response entities in Valley County have identified and agreed that a trust account is
pertinent to cover that funding shortfall in revenue source. Valley County has agreed to be the custodian of this trust account, and will appear on and be a part of Valley County’s
financial statements.
The Local Emergency Planning Committee (LEPC) 911 Valley Communications Group shall agree to the approval of all equipment purchases and service work to be expensed from the trust account.
The Agencies entering this MOU are Valley County, Cascade Rural Fire Department, Donnelly Rural Fire Department, McCall Fire Department, City Of Cascade Police Department, and City
Of McCall Police Department. The attached MOU has been reviewed by the City Attorney.
RECOMMENDED ACTION
Approve the Memorandum of Understanding to create the Valley County/911 Mountaintop Communications Infrastructure Trust fund and authorize the Mayor to sign all necessary documents.
