SUMMARY STATEMENT:
The Council is working toward adopting a Governance Manual. The purpose of this work session is for the Council to obtain a better understanding of parliamentary procedure as defined
by Robert’s Rules of Order. Staff has prepared a presentation that will guide the Council through the steps outlined in Robert’s Rules of Order. There is much to consider as the Council
works through this process to consider adopting Robert’s Rules or essentially creating their own rules of procedures. Attached is the PowerPoint handout, a copy of the first page of
the Robert’s Rules and the deliberative process it was designed for, An Introduction to Robert’s Rules, and Robert's Rules of Order Motions Chart.
RECOMMENDED ACTION
Work through the Presentation with staff and provide direction to staff regarding the rules of procedures the Council would like to adopt.
