SUMMARY STATEMENT:
The City of McCall entered into an agreement on September 14, 1993 by and between Mike Eckhart, Thomas and Renee Sweet as tenants in common and Keith Stein from Boise, Idaho. At the
time, there was the plan to connect Deinhard Lane and Boydstun Street with a road and bridge over the Payette River. (“The Connector”). The State of Idaho adopted this plan after the
deletion of this route as the McCall Bypass since there was a plan for a Bypass further south on Highway 55. Since that time, the proposed bypass was been deemed not a viable option.
The agreement says that all parties understand that the Connector will not be a truck route and it will not be marked as a truck route or bypass.
In 2007-2008, Mike Eckhart and his partners came through the entitlement process for a new subdivision and planned unit development. The City of McCall negotiated with the applicant
to remove this truck route and bypass restriction. Mike Eckhart and Thomas Sweet agreed to the removal of the restrictions (see attached agreement) but the new property owners Arthur
Berry, Doug Tamura, and David Ober were unwilling to release these restrictions (see attached map for parcel location.) The following items are included in the packet: the original
Agreement Respecting Rights-of-Way (1993), the signed Addendum to Agreement Respecting Rights of Way, and the Reserve on Payette Development Agreement.
