SUMMARY STATEMENT:
The McCall Chamber of Commerce is requesting to use the area behind City Hall Live Bull & Bronc 2013 Winter Carnival Event for the second weekend of Winter Carnival, February 2, 2013.
Last year the Mile Hi Bucking Bulls, a company out of Donnelley, successfully held the event in the requested area. The same company has teamed up with Bar X for this year’s event.
The event will primarily feature bull and bronco riding. The Chamber of Commerce has worked with the Public Works Department, the Police Department, and the Parks Department to determine
which location would be optimal for their event. They will charge $10 for each adult spectator and $5 for those under 12 years of age.
Last year the City donated approximately 80 man hours, fill dirt and the use of heavy equipment for the event. In a letter of agreement with Frank Loomis, the City Charged a fee of $200.00
plus 5% of the net profits of the event. Mr. Loomis reported a net loss from the event therefore the only compensation to the City was $200.00. The Chamber of Commerce is working out
the details of the event to include obtaining and moving the dirt independent of the City. Insurance will be provided prior to the event should the Council approve the event.

Staff recommends that Council approve the event be held in the parking area behind City Hall. However Chief Summers has the following concerns: For public safety reasons he would prefer
to see this event at Riverfront Park. If a Bull were to get loose in the downtown area, there could be possible injuries. Chief Summers recognizes that behind City Hall is probably
a more desirable location, but public safety should outweigh all other benefits.
RECOMMENDED ACTION:
Set a fee for the event, approve the Live Bull & Bronc Riding event in the area behind City Hall and authorize the Mayor to sign all necessary documents.
