Since that Work Session the City Attorney has made some recommendations for edits to the proposed Governance Manual. Jim McNall, from ICRMP, has reviewed the manual as well presented some suggestions to Council on August 23, 2013. The Council also had a Work Session on October 24, 2013 to work through the Rules of order process. The City Manager requested imput on the development of the Governance Manual from previous Council Members. The purpose of this Work Session is to review two versions of the Governance Manual. In the Manual titled “Mayor Bailey’s Final Version”, Mayor Baley has incorporated changes as identified in the July 26 and August 23. In the Manual titled “Stremlined Version” the City Clerk has incorporated changes suggested by the previous Council Members which included the suggestion to streamline the document. In an attempt to streamline the document, the Clerk identified areas that had been repeated throughout the document and re-located similar subject matter within the same section. The “Streamlined Version” has also incorporated some of the suggestions made by Council during the Rules of Order Work Session. The next steps toward adoption of the Governance Manual is to choose which format the Council prefers and to write and add as an Exhibit to the manual the Council’s Rules of Procedure.  RECOMMENDED ACTION: Direct staff as to the format of the Manual, make any additional changes to the document, and create draft Rules of Procedure to be reviewed at the next Council Meeting.
