SUMMARY STATEMENT:
On April 25, 2013 the City Council approved an Exclusive Agreement for Collection and Disposal of Solid Waste with Lake Shore Disposal. On June 27, 2013 Lake Shore Disposal and the
City amended the Agreement to permit residential customers to either lease bear-proof containers from Lake Shore or purchase bear-proof containers from third-party container vendors.
The amendment included a revised fee schedule.
At the September 12, City Council Meeting Janet and Tony Meckle and many members of the community addressed the Council with concerns regarding the Exclusive Agreement for Collection
and Disposal of Solid Waste with Lake Shore Disposal, stating that by giving Lake Shore Disposal the exclusive right to haul construction debris substantially affects their ability
to do business in the City of McCall. Council directed the City Manager to request that Lake Shore Disposal open and renegotiate the Exclusive Agreement for Collection and Disposal
of Solid Waste to allow contractors to subcontract the hauling of Construction Debris.
The suggested amendment to the contract includes an extension of the contract by five years, CPI adjustments for the second and third years mandatory, and a one percent bump to the CPI
in the second and third years. The attached amendment has been reviewed by the City Attorney.
RECOMMENDED ACTION:
Approve the Second Amendment to Exclusive Agreement for Collection and Disposal of Solid Waste with Lake Shore Disposal and authorize the Mayor to sign all necessary documents.
