Harbour Police Department that I requested in order to enhance the flow of communication

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues its patrols of construction sites to ensure compliance with recent
changes in allowable work days. Code Enforcement Officers (CEOs) routinely check for violations
related to appearance and national pollutant issues (NPDES).
In addition, CEO's conducted a thorough inspection of all construction sites and spoke to on -site
supervisors regarding the expected adverse weather conditions expected this weekend.
While patrolling, CEOs noticed an overflowing dumpster at a hotel by the North -Lot. CEOs issued the
property owners a code violation warning and directed management to make the necessary corrections.
CEOs reported the issue was corrected within the required time.
While conducting a condo check, officers observed roof work being conducted on Saturday in violation
of the weekend restriction. CEO officers responded, issued a code violation warning and a cease work
order. The work crew immediately complied and cleared the site.
During the week, CEOs conducted 75 Ordinance Investigations, 16 NPDES Investigations/Inspections
and 45 code area checks.
CEOs continue to monitor the beach areas for persons violating the Village's leashed dog ordinances. _
Criminal Investigations
The Criminal Investigations Division (CID) is working with supervisors at the State Attorney's Office to
resolve delays in obtaining several pending arrest warrants. Four arrest warrants are related to thefts at
the Bal Harbour Shops. The warrants are needed since the suspects do not live within Bal Harbour' s
jurisdiction.
Detectives are investigating an allegation of a burglary at a beachside hotel. Follow-up investigation
developed a viable suspect who was identified as a hotel employee. Detectives interviewed the suspect
and are preparing a photo line-up to present to the victim.
The CID continues to investigate and internal theft at a retailer in the Bal Harbour Shops. The case
involves corporate witnesses in the US and France. Detectives identified a former employee who worked
with the suspect during the time the thefts allegedly occurred. The former employee met with detectives
and provided additional information about the case.
Detectives continue the investigation of a vehicle burglary at a beachside condominium. Detectives met
with the property manager and service staff to gather additional details about the case. They also viewed
surveillance video depicting the suspect's actions.
Detective Gonzalez taught an Autism Awareness Course at the Miami -Dade College Police Academy.
The course was presented to BLE 385, and was part of mandatory training for new police recruits.

The Collins Corridor Unit (CCU) continued their efforts this week by conducting frequent area checks and
strategic traffic enforcement along the corridor. In addition to regular area checks while on patrol, the
CCU conducted bicycle patrols throughout the Village.
During the Farmers' Market event, the CCU conducted frequent area checks of the area and did not
report any issues. The CCU assisted road patrol officers with various calls for service including a traffic
accident, burglary at the St. Regis, a disturbance aboard a Miami -Dade County Public Transit Bus,
allegedly involving firearms and other calls for service.
The CCU assisted with traffic management and control during Hanukkah parade and assisted the Bal
Harbour Police Legacy Foundation with preparations for their annual toy drive initiative.

Marine Patrol continued their efforts in maintaining Bal Harbour Village safe by conducting high visibility
patrols and enforcement throughout our coastal and intra-coastal areas. This week, Marine Patrol
officers conducted high visibility patrols of the beach during inclement weather periods
A Marine Patrol Officer attended a training seminar in Daytona Beach which was hosted by the Florida
Marine Intelligence Unit. The training covered a range of topics including discussions on the location of
hidden Hull Identification Numbers (HIN) on vessels, stolen vessels, accident response, domestic security
considerations, task force operations, response to mission strategies, event security mission planning,
search and rescue spotlight and advanced water tactical operations.
Beach Safety Officer
The BSO also conducted bicycle patrol along the jetty, beach and hardpack areas alongside the Collins
Corridor Unit Officer. The BSO conducted several area checks throughout the day of the 100th Block of
96th Street during the Farmers Market event.
During this period, the BSO participated in the on -boarding program for two new Bal Harbour Village
police officers. In his absence, Marine Patrol, the Collins Corridor Unit and road patrol conducted area
checks of the beach, jetty, hard pack and jogging path areas.
Summary of Noteworthy Calls for Service
12/08/2023 1 Disturbance 10200 Collins Avenue
Officers responded to a disturbance occurring on a Miami -Dade bus travelling along Collins Avenue.
The parties were involved in a verbal dispute and no physical contact was made. The individuals exited
the bus and went their separate ways without further incident.
12/09/2023 Theft 9700 Collins Avenue
The reporter told officers, that on two separate occasions, his electric scooter has been stolen from the
bicycle rack. The scooters were locked to the bike rack located adjacent to Neiman Marcus. On each
occasion the locks were cut and the scooter taken by an unknown subject. This case has been
forwarded to Criminal Investigations for further follow-up.
12/10/2023
Menorah Parade Village Wide
Officers took strategic traffic posts and conducted traffic control during the annual Menorah Parade.
The parade caused traffic congestion for approximately an hour which cleared upon the conclusion of
the parade.
12/11/2023
Assist Other Agency -Bay • 9601 E Bay Harbor Drive
Harbor Islands
Officers assisted with traffic control and a building evacuation due to a fire at the rear of the property.
Miami -Dade Fire Department extinguished the fire and the residents returned to their homes without
incident.
12/12/2023 Retail Theft 9700 Collins Avenue
Officers responded to a retailer at the Bal Harbour Shops after loss prevention personnel discovered
seven handbags missing. The suspects were captured on video as the entered the store then left the
store with unpaid merchandise. Officers canvassed the area for the suspects, but to no avail. The case
was referred to detectives for further investigation.

Pro -Israel Caravan
Village Wide
A Pro -Israel caravan escorted by Miami Dade Police drove through the Village in the afternoon. No
issues reported.
12/13/2023
Abandoned Vehicle
9900 Block Collins Avenue
Officers discovered an abandoned vehicle blocking the roadway. Attempts were made to located the
owner to no avail. The vehicle was towed and the road was cleared.
12/14/2023
Fraud
9700 Collins Avenue
A jewelry store reported a fraudulent transaction in the amount of 70K that had occurred earlier in the
week. The case has been assigned to the Criminal Investigations.
