SUMMARY STATEMENT: The Idaho Transportation Department is planning to remove and replace the
North Fork Payette River Bridge (Lardo Bridge). The bridge was built in 1931 and is eligible for listing
on the National Register of Historic Places. As part of the environmental review for this project, ITD is
required to perform a cultural resources review (Section 106). Because of the bridge’s eligibility for
listing, its removal will yield a finding of “adverse effect” in the cultural resources review.ITD will be
required to mitigate the effects of the removal in order to comply with the requirements of the National
Historic Preservation Act of 1966.
The McCall Historic Preservation Commission met with Dan Everhart and Kate McManus, who are
cultural resources staff at ITD. They explained the mitigation process and indicated that the Commission
could have a role in the mitigation process, based on the Commission’s responsibilities as identified in
MCC Title 2 Chapter 4. The Commission would represent McCall as an “interested party” in the
development of a Memorandum of Agreement regarding the mitigation for the bridge removal. Other
participants would include the Central Idaho Historic Museum, the State Historic Preservation Office, and
the Nez Perce Tribe, among others. The recommended mitigation could be as simple as photos and a
description of the existing bridge, but could be more far reaching and include interpretive signage and
required design elements. In order to assure that McCall’s interests are protected in the final bridge design
and construction, it is critical that those interests be represented. The Commission voted to participate in
the mitigation process at the November 19, 2013 meeting and are asking for Council appointment as
McCall’s representatives to the development of the MOA for the bridge removal mitigation. Staff will
provide support to the Commission during this process.
RECOMMENDED ACTION:
Appoint the McCall Historic Preservation Commission to represent the City of McCall in the development
of a Memorandum of Agreement for the mitigation of the removal of the North Fork Payette River bridge.
