SUMMARY STATEMENT:
Each year, Idaho DEQ solicits letters of interest from communities for planning for drinking water system improvements. These letters of interest are scored and placed on a statewide
priority list. Once funding for projects is identified for FY 2013, IDEQ invites communities that ranked high on the priority list to apply for funding. The grant will pay up to 50%
of the planning costs, and the City would be required to fund 50% of the costs.
IDEQ has indicated that a new addendum to the Water Master Plan should be done since it has been 5 years since the last addendum in 2008. Since 2008 a number of improvements have been
made to the water system. The growth rate has also slowed appreciably since then. With these changes, it is important to determine what necessary improvements are required over the
next five to 10 years. The large number of “will serve” commitments will also need to be addressed as many of these were tied to developments that never were constructed. These “will
serve” commitments drive a number of planned improvements within the Water Master Plan 2008 Addendum.
RECOMMENDED ACTION:
Authorize the submission of a Letter of Interest for a drinking water planning grant to the Idaho Department of Environmental Quality and authorize the Mayor the sign all necessary documents.
