This lack has the potential to lead to vague, ambiguous and confusing understanding of roles, responsibilities and decision making for doing the City’s business. Many Cities are in this situation, and progressive Cities have found ways to gain clarity, establish written City Governance Policies, Procedures and Guidelines. These have proven invaluable not only for current Councils and Managers, but as a means of smoothly integrating new Council members and City Managers. Stan McNutt, a native of Payette, and currently retired resident of St. Maries, has visited McCall, met with the City Manager, and proposes roughly a 28 hour engagement leading to the building of a strong Council / Manager working relationship. A brief synopsis of his background, work product, and methodology are attached. RECOMMENDED ACTION: Council appointment of a 2-person Council Committee to explore this opportunity and propose a recommendation at the March 14 Council meeting.
