Staff compiled the information in the attached spreadsheets that summarize the service and pricing for comparable services for (1) residential refuse, (2) residential recycling, and (3) commercial refuse and recycling. This information and a staff memo were presented at the February 14, 2013 (happy valentine’s day meeting). At this meeting, all the providers were present to answer any clarifying questions from the proposals. The City Council requested a staff recommendation and some additional information which has been emailed or attached. After extensive review of all the proposals, it is recommended that the Council directs staff to begin the negotiation process with Lakeshore Disposal for the following reasons: Offers the lowest pricing for residential refuse with the same type of current service. Offers the most services for residential refuse and recycling. Mandatory and subscription commercial service has the same pricing. Community survey indicated the public was satisfied with Lake Shore’s service.  RECOMMENDED ACTION: Direct staff to negotiate with Lakeshore Disposal for a contract for solid waste and recycling services.  RECORD OF COUNCIL ACTION  MEETING DATE ACTION
