SUMMARY STATEMENT:
A Planned Unit Development general plan application to expand McCall RV Resort to include up to one hundred (100) additional RV spaces, a laundry and restroom facility, and a public
pedestrian pathway. The new RV spaces are proposed for use only during non-snow months. The existing McCall RV Resort contains the North Fork Lodge facility and 117 RV spaces. The underlying
zoning of the property is R8 – Medium Density Residential and the property is 52.45 acres in size, which would allow up to 456 residential units. The total number of RV spaces, existing
and proposed, is 217, approximately 4 spaces per acre. The PUD proposes three phases of development: Phase 1 includes 43 additional RV spaces, completion of a loop road through the
center of the property, construction of a 10 ft. wide pedestrian pathway and emergency access from the southeast corner of the property to River Front Park, utility services to the
new RV spaces and stubbed out for future connection within River Front Park, and public pathway improvements; Phase 2 includes 24 additional RV spaces with utility services, a new laundry
and restroom facility, and construction of public pathway along the river to a gravel standard; and Phase 3 includes 33 additional RV spaces with utility services, completion of a lower
loop road and paving of the riverfront pathway. No RV spaces are proposed closer than 175 feet from the Ordinary High Water Mark of the river.
At its June 2, 2015, meeting, the McCall Area Planning and Zoning Commission recommended approval of the PUD to City Council, subject to the conditions presented in the attached Staff
Report, and draft Findings and Conclusions. The full land use file is available at City Hall, 216 E. Park Street, McCall, Idaho, during normal business hours.
RECOMMENDED ACTION:
Conduct the Public Hearing for PUD-15-01.
Approve PUD-15-01, subject to the presented Findings and Conclusions.
