SUMMARY STATEMENT:
Recycling is part of the contract between Valley County and Lake Shore Disposal. The City of McCall, Valley County, and Lake Shore Disposal have been working together on relocating the
Recycle Center currently located off of Deinhard Lane near the new Heartland Hunger Center. The Springs Phase 2 will construct a road off of Deinhard Lane which will require the recycle
center to be relocated. After completing a site analysis, all parties agreed that the best City owned location was access through the Lake Shore Disposal property.
The City Attorney suggested two agreements for the identified City parcel location west of the ponds at 210 Industrial Loop:
Lease Agreement: This would be the lease agreement between the City of McCall and Valley and outline the location and terms of the use of the City land. The City Attorney has drafted
this agreement.
Access Agreement: This could be a standalone agreement or an addendum to the Valley County and Lake Shore contract that would describe the public access granted across the property.
This would be prepared by legal from Lake Shore or the County and does not require City approval.
Alternatively, the County is also exploring a private property to provide an even better location for the recycle center. If this option becomes a reality, then this lease agreement
would not need to be executed. The Lease Agreement is being presented to keep all options on the table given the timeline of The Springs Phase 2.
RECOMMENDED ACTION:
Approve the lease agreement and authorize the Mayor to sign all necessary documents.
