HomeMy Public PortalAbout141 Port Road-2020-11-19141 Portanimicut Road Task Force — _ Meeting, via Zoom, November 19, 2020 PRESENT: Chair Ginny Farber; Vice -Chair Jack Kadzik; Member Suzanne Phillips; Member J.c Kayleen Rosato; Member Russell Holden; Conservation Administrator John Jannell 4:01 p.m. Call to Order New Business Discuss Chapter 8 of the Environmental Handbook Mr. Jannell recapped Chapter 8 of the Massachusetts Association of Conservation Commissions (MACC) booklet, specifically the section on land policy on Conservation Land. Task Force members discussed some of the reasons they were hesitant to have someone living on the property. Ms. Farber asked if the Affordable Housing Committee were to lease the building would that require that a certain amount of space around the building be private, if so, she believed this would further limit the amount of space available to the public. Mr. Holden expressed concern that parking spaces would go to the homeowners, in addition to the space around the building. A large amount of space for public use would be lost not to mention the public would be encroaching on the inhabitants of the building. Mr. Jannell said the concept of lease also gets mentioned in Chapter 8. It does say to avoid conflicts regarding privacy you can make it clear which areas are not available to the public. Ms. Rosato asked who they might be leasing to? Ms. Farber said the Housing Authority wanted to use it for Affordable Housing and therefore the housing authority would hold the lease. Ms. Phillips said there seemed to be a consensus that it would be difficult, maybe problematic, to have someone in the house all the time because of space and privacy. She reiterated that she does not think it would work for this site, despite her support for affordable housing. Review Task Force Charge Ms. Farber read each item of the charge. There was more affirmation that the task force would not recommend keeping the building on site for affordable housing. The Task Force discussed resident -only sticker parking. They discussed ranking parking concepts and then deeming if parking enforcement is necessary after that. Mr. Jannell discussed what he envisions for the final report: A two -page letter and a draft land management plan. It might include a detailed list of improvements. Ginia Pati entered the meeting for discussion at 4:39 p.m. Ms. Pati discussed how inclusiveness of the property is very important to her, she expressed concerns that this discussion did not consist of enough public input. She thought that the house could be used for housing. Ms. Pati believed her requests were not heard. She previously suggested that the public be informed via a newspaper article and also there be a long term plan that incorporates the adjacent property. Ms. Farber responded to her concerns. Review site plan revisions Mr. Holden reviewed the "Option III" site plan. The Task Force was happy with the site plan. Ms. Phillips liked Option I aesthetically, but she asked for further rationale. Mr. Holden thought it would be up to the traffic advisory and what they might suggest. Ms. Phillips asked if the parking spaces are meant for people at the conservation property or also people at the landing? Her recollection of the meeting with the Chief of Police and Harbormaster was that they were hoping for some parking for vehicles with trailers to take pressure off the landing, could we accommodate them? Mr. Jannell said it should be for the Conservation property use but he doesn't think you want to displace the on- shoulder use of the people currently using that area for truck /trailer parking. Some accommodation for both would be good. Option I allows for some passenger vehicle space that trailers wouldn't be able to take up but still provides a different area for them. Mr. Kadzik mentioned that you could restrict the parking to only passenger vehicles by bringing the kayak racks or bike racks closer to the road therefore not allowing trailers to fit there. Ms. Rosato liked this idea, she thought the truck /trailers had plenty of space to pull over on the side. Mr. Jannell said his recollection of their March meeting was that they need truck and trailer parking and there was a preference to encourage passenger vehicles down at the landing. Old Business Discuss Land Management Plan recommendations to be made to the Conservation Commission - discuss the drafting /outline. Ms. Farber said this agenda item was covered when they were reviewing the charge. Ms. Farber invited Ms. Pati back into the meeting for comment. Ms. Pati hoped that facilitating parking for the shellfishermen working in this area would be considered in the parking proposal. She also suggested putting the racks closer to the water both for easier water access with kayaks and to avoid theft. Other Business Review meeting minutes of 1115120 MOTION: A motion to approve the minutes of 11/5/20 was made by Russell Holden and seconded by Jack Kadzik.
