Choice Grant: $166,637 Parks and Recreation    FUNDING SOURCE: McCall Redevelopment Agency City Franchise Fee Account ITD Community Choices Grant Airport      Library    TIMELINE: July 2015 – September 2016: Information Systems      Grant Coordinator    SUMMARY STATEMENT: The design phase of the MRA Area Sidewalk Improvements project is nearing completion and the second (bidding and construction) phase requires a subsequent State and Local Agreement (SLA) between the City and the Idaho Transportation Department (ITD). This agreement stipulates the obligations of both the grant agency (ITD) and the City throughout the bidding and construction phases of this project. Significant aspects of the project that will be governed by this SLA include: Bidding Construction Contract Award Subsequent SLAs will be prepared for the Construction Engineering and Inspection Services (Local Professional SLA) contract that will occur during construction. A draft version of the agreement is attached as well as a cost worksheet identifying the total project including all phases. The agreement acknowledges that the City shall contribute $165,363.00 of the total construction costs. This item was signed by the Mayor per staff request prior to approval of the Council. During the May 22, 2014 Council Meeting Council approved Resolution 14-09 authorizing the execution of the Project’s state and local agreement with the Idaho Transportation Department. This contract is related to the state and local agreement; however is a separate contract and therefore needs to be approved independent.  RECOMMENDED ACTION: Adopt Resolution 15-13 authorizing the Mayor and City Clerk to enter into, on behalf of said municipality, a cooperative agreement between the City of McCall and the Idaho Transportation Board for construction of Redevelopment Area Sidewalk Improvements and authorize the Mayor to sign all necessary documents.
