After much discussion the Council directed staff to prepare an ordinance for a 1% general sales tax excluding groceries and an additional 3% lodging tax. The attached ordinance has been reviewed by the City Attorney.  RECOMMENDED ACTION: Direct staff to prepare a final ordinance and summary to be adopted at the August 27, 2015 City Council Meeting.
