New Business
Follow up on Conservation Commission meeting of 1211120
Ms. Farber described how John sent a memo to the Conservation Commission for their
hearing regarding the interim decision the task force made to remove the house from the site.
The Conservation Commission requested that the Task Force finish the process, they did not
want to vote until there was a complete report.
Mr. Jannell pointed out that interim reports were not in the task force charge the way
they have been for others, so the Commission did not feel comfortable taking an action until a
final report. The strategy going forward is to get a draft to the Conservation Commission and
then engage in a joint public meeting between the Task Force and the Commission.
Mr. Jannell said the report could be three -part: a cover letter piece; a piece summarizing
the process; and an actionable items piece. Ms. Farber and Mr. Kadzik offered to help with
editing the report. Mr. Jannell said the Task Force should expect to see several iterations of a
draft and then a final will be shared at the joint public hearing session.
Continue conceptual site planning
Ms. Farber asked Mr. Holden if he had any new site plan revisions. He said he does but it
was not completed enough that he felt comfortable sharing. Mr. Holden is planning to give the
Task Force 4 concepts.
Mr. Jannell referenced the section of the charge discussing public access. He suggested
after looking at all the concepts the Task Force may want to circle back with the police chief to
see if he gravitates toward any one concept.
The Task Force wants to meet with the Traffic Advisory Committee. Mr. Jannell said the
Traffic Advisory meets as needed. Ms. Farber suggested after Christmas. Mr. Holden said he will
send 4 plans to John next week.
MOTION: A motion to request to share conceptual parking plans with the traffic and safety
advisory committee at their earliest convenience was made by Russell Holden and seconded by
Jack Kadzik.

Old Business
Mr. Kadzik asked if we agreed on recommended uses? Ms. Farber responded yes, everything in
Table 2 except for what is red. Mr. Kadzik asked if they could discuss naming? Yes, it was voted
at Special Town Meeting to be named Smith Beach.
Mr. Jannell said he was going to create an outline that includes implementation actions.
Mr. Jannell pointed out that the Task force has not taken a position on access control,
for example, sticker parking. Ms. Farber wanted to circle back to this when they have another
discussion with Chief MacDonald.
Mr. McClennan thanked the Task Force for allowing the Affordable Housing Trust to
look at the house for either utilization on or off site. The Trust asked Mr. McClennan to get legal
advice from Mike Ford to clarify what can and cannot be done with the house. The reason he
wants to do this is there will be repercussions for not looking deeply into affordable housing. If
Mike Ford says we cannot utilize the site as housing, then that's the end of the discussion. If he
says you can use the building he would like to find out how they can do it.
Mr. Kadzik remembered there was some correspondence with habitat for humanity. Mr
Jannell said at the time there was no interest. Mr. Kadzik referenced Mike Ford's October 13,
2018 letter. Mr. Jannell said this letter was solicited by the BOS and the Conservation
Commission was copied on it. Mr. Jannell will send this letter to everyone.
Ms. Pati was present, she felt strongly about the issues she had expressed previously.
She said on the chart there should still be the possibility of educational classes.
Mr. Jannell suggested including some of the minority opinions and the discussions
around these as information in the final report. Ms. Pati said it should be acknowledged in the
final report that if these uses aren't possible, why they aren't possible.
Ms. Farber said the letter from waterways, open space, etc. will be in the final report.

Review meeting minutes of 11119120
MOTION: A motion to approve the minutes of 11/19/20 was made by Jack Kadzik and seconded
by Kayleen Rosato.

MOTION: A motion to adjourn the public meeting was made by Russell Holden and seconded
by Kayleen Rosato.
VOTE: 4 -0 -0
