HomeMy Public PortalAbout141 Port Road-2020-02-13141 Portanimicut Road Task Force Town Hall, Skaket Room Meeting, Thursday, 2/13/2020 Members Present: Ginny Farber (Chair), Jack Kadzik (Vice- Chair), Suzanne Philips, Kayleen Rosato, Russel Holden, John Jannell (Conservation Administrator -ex officio) Absent: none Public Present: Ginia Pati, Stephen Tringale, Betsy Furtney, Bob Perry, Kathleen Tringale 4:00 PM. Call to Order Ginny Farber welcomed all present and all member of the task Force introduced themselves to the fellow members and public present. Ginny Farber asked John Jannell to give a property overview. Mr. Jannell proceeded to give an overview of the property, its acquisition timeline, and its physical condition and site characteristics. Mr. Jannell also reviewed the items and property background information that was included in the packet of materials for the Task Force. Ginny Farber reviewed the Task Force charge item by item. There were no specific question on the Task Force charge items by members. A general question was asked about the Conservation Commissions policy on land use and Mr. Jannell answered there is no specific policy but there is typical rules for Conservation properties. Mr. Jannell agreed to provide the Task Force with the rules for the next meeting. A discussion over items 2 and 3 in the charge took place and involved public comments from almost all people in attendance. Discussion focused heavily on the building located at 141 Portanimicut Road. The meeting discussed its use as a recent temporary Harbormaster office, its viability for possible future uses such as an shellfish upweller or educational space, and the possibility of its outright removal from the site. The Task Force also discussed the buildings removal as it relates to the annual Town meeting Warrant schedule. It was recognized that no funds for any improvements on 141 Portanimicut Road are available and in order to make the Town meeting Warrant for funds a request would have to be made by the end of February. The Tasks Force asked Mr. Jannell to look into a placeholder for an improvements article and Mr. Jannell agreed to do so. A general discussion involving all members of the Task Force and members of the public in attendance took place on a range of issues including parking and traffic issues, the building removal and or future uses, obtaining Harbormaster input, shellfish upwellers, and obtaining outside help from the police on parking issues. No votes on any ideas discussed were taken. The Task Force agreed to schedule an onsite to view the building and the land on 2/27 @ 3pm in advance of their next regularly scheduled meeting. Mr. Jannell agreed to post this meeting and open the building. Next steps discussed will be inviting in the Harbormaster and the Orleans Police Department to get an understanding on past and present uses and demands. Dates of the future discussion were not set.
