Call to Order New Business Ginny Farber called to meeting to Order Ginny Farber welcomed the Orleans Police Chief, Scott MacDonald and Orleans Natural Resources Manager Nate Sears to the meeting. Ginny Farber asked if both of the department heads can give a brief background on any concerns they had regarding parking or other issues they have at the adjacent town landing. Chief MacDonald reviewed some of his experience with the parking at the busy Town landing. He explained there is some record of residents concerns due to on street parking and congestion. Nate Sears followed by sharing some facts about parking lot and landing capacity. Nate generally advised the Task Force how landings are overburdened in the summer. Nate explained that he is worried that the truck and trailers using the road to park are currently in violation. The Police Chief noted he will be looking at parking policies at that landing in the future but any improvement that could be made to parking and circulation would be helpful. Nate Sears shared some facts about the mooring field off the Landing and its use. Gini Farber asked Nate Sears if his department had any use for the existing building as an accessory structure. Mr. Sears reported he has an interest in the future of propagation for shellfish but has not fixed in on any one location yet. He spoke of the possibility of a satellite office but could not provide more specific justification as of yet. He recommended including aquaculture, as an allowance, in any long -term plan for this property. Mr Jannell confirm aquaculture is an allowed passive recreational use. Further discussion about the landing took place between Task Force members and Mr Sears including kayak storage, commercial grant holders and use, landing parking policies, and possible future uses. The meeting with the Department Heads concluded and some public comments by Bob Parry and Rachia Heyelman were also heard on issues they discussed. Gini Farber took the agenda out of order and asked for a motion on the minutes. Administrative Business A motion to approve the 2/13/20 minutes was made by Suzanne Phillips and seconded by Russel Holden, the motion passed 4 -0 -0. A motion to approve the 2/26/20 minutes was made by Russell Holden and seconded by Suzanne Philips, the motion passed 4 -0 -0. Old Business Russel Holden followed up with the Task Force on possible costs for building removal. He reported after speaking with two contractors that removal costs may be around $15,000 for the building removal with another $8,000 for possible re- grading and loam and seeding. Suzanne Philips reported they may wish to seek potential re -uses for the building including shellfish propagation, safety course, of other types of public education. Ginny Farber reviewed task 2 with the Task Force. John Jannell suggested individual members should explore potential uses for this property. Mr Jannell suggested members could list out uses and he could label them as either allowed or prohibited uses based on the property restrictions. The Task Force members agreed to make lists and send them to Mr Jannell for compilation. Ginny Farber reviewed Task 3 with the Task Force. All members agreed a path to the water was an important part of this Task. Russell Holden noted the first major issue is the building and weather it stays or goes. He noted the property was purchased for open space and he needs guidance on what is to happen to building 15Y because it will effect the rest of the site planning. Ginny Farber reviewed the on -site meeting the Task Force had. Ginny reported that a letter from the Conservation Office will go out to the abutter about possible encroachment on one of the lot lines.
