A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, APPROVING THE PURCHASE OF
A LICENSE PLATE READER SYSTEM FOR THE
VILLAGE ENTRANCE AT CRANDON BOULEVARD;
WAIVING COMPETITIVE BIDDING PROCEDURES;
PROVIDING FOR AUTHORIZATION; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on November 14, 2017, the Village of Key Biscayne ("Village") adopted
Resolution No. 17-49, authorizing the acquisition of hardware and software for license plate readers
("LPRs") from Cintel, LLC ("Cintel") to be installed on the Mashta Bridge: and
WHEREAS, the Village wishes to expand the use of the LPRs because they have been
successful for their intended purpose and beneficial to the Village; and
WHEREAS, the Village Council finds that it is impractical to apply the Village's
competitive bidding procedures for the purchase of additional LPRs as the Village's technology and
current software already support the LPRs provided by Cintel for the Mashta Bridge location; and
WHEREAS, pursuant to Section 3.07(b) of the Village Charter, the Village Council desires
to authorize the expenditure of Village funds for the capital project in the amount of $101,118.27 to
purchase and install LPRs at the Village entrance at Crandon Boulevard ("Village Entrance") and
authorizes the Village Manager to execute an agreement consistent with the proposal attached
hereto as Exhibit "A"; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE VILLAGE COUNCIL
OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. -that each of the recitals stated above is hereby adopted
and confirmed.
Section 2. Waiver of Competitive Bidding. The Village hereby waives the Village's
competitive bidding procedures for the purchase and installation of additional LPRs from Cintel
pursuant to Section 2-85 of the Village Code.
Section 3. Approval. The Village Council hereby approves the purchase and
installation of additional LPRs from Cintel for the Village Entrance.
Section 4. Authorization. The Village Council hereby authorizes the Village
Manager to purchase the additional LPRs and execute an agreement with Cintel consistent with
the proposal attached hereto as Exhibit "A" in an amount not to exceed $101,118.27, subject to
approval as to form, content, and legal sufficiency by the Village Attorney.
Section 5. Effective Date. That this Resolution shall be effective immediately upon
adoption hereof.
