Access management is a proactive management tool both for Public Works Departments and Planning Departments. Good access management promotes safe and efficient use of the transportation network of city streets. Without a comprehensive access management policy, pedestrian and vehicular traffic safety decreases, roadway capacity decreases and travel times increase. The City currently empowers the Community Development and Public Works Department to issue permits for building, driveway permits, right-of-way permits for construction and mailboxes. Enabling the pertinent city departments to have policies that guide the development community as well as property owners as to what types of access are allowed on various types of city streets is just as an important tool as all of the other tools the city departments have to manage growth and to maintain the integrity of the city’s street network.
