SUMMARY STATEMENT:
Public Works has presented to City Council over the last several years continued issues with snow removal. Most of the ordinances have been adopted. A couple of areas of concern still
remain.
The first area is reclaiming city right-of-way for snow storage purposes and other city utilities including drainage. In many cases, there are properties that use the city right-of-way
for parking and landscaping. Public Works has been successful in most but not in all cases working with property owners to reclaim that right-of-way.
The second area is also the increased number of requests to place mailboxes within the City right-of-way. This continues to create problems. Mailboxes in the right-of-way reduce snow
storage space. Over the past several years annual snowfall has been below normal. Under normal or above normal annual snowfall, the Streets Division needs all of the right-of-way space
available. Continuing to allow use of the right-of-way will create problems such as access to mailboxes and the city having to pay for replacement of damaged mailboxes. Allowing mailboxes
in the right-of-way also impedes the ability to re-establish drainage ditches that have been filled in over the years.
Lastly, other issues such as parking on city streets during snow removal season and snow removal contractor licensing are resolved.
