SUMMARY STATEMENT:
At the October 22, 2015 Council Meeting, Council discussed the merits of not regulating events on private
property. Attached is the recommended rewrite of the events section of the McCall City Code and the
current code.
When the discussion turned to the regulation of Vendors within the City of McCall, Council requested
some additional information from staff. Through research staff was able to determione that most resort
cities in Idaho do regulate vendors within their city limits. The Department Heads discussed vendors at a
meeting and all were in agreement that vendors should be regulated. However, the Department Heads did
not think that businesses with a current City of McCall business license, operating under their scope of
business, should be required to obtain a vendors license. Staff has also recommended a definition of
Itinerant Vendor as there is a growing trend of this kind of vendor in Idaho. Attached are revised
definitions of business and vendors for the Councils review.

Review the recommended proposed code for Limited Duration Businesses and Events for Title 4. Give approval to staff to finalize the Title 4 rewrite ordinance.
