SUMMARY STATEMENT:
The intent of this agenda bill is to present the draft Cooperative Wastewater Treatment Agreement between the City of McCall and PLRWSD for receipt of comments, questions, or concerns
from City Council. This draft agreement provides an outline of responsibilities for the following:
The City’s responsibility for treatment of effluent collected by the City and PLRWSD infrastructure.
PLRWSD’s responsibility for operational control of the City-owned J-Ditch System in the execution of land application.
Collaborative responsibilities for facilities planning, budgeting, employee cross training, and data/record sharing.
A process to resolve, at the lowest level, disputes, or defaults that arise through operations under this draft agreement.
This draft agreement was developed by White Peterson and reviewed by City and PLRWSD staff (to include the PLRWSD attorney). This same draft agreement will be presented to the PLRWSD
Board on February 18th during their regularly scheduled monthly meeting. The City’s special projects manager will provide a presentation during this work session to identify the key
concepts within this draft agreement.
