Jordan for bid alternates 1 (south sidewalk) and 2 (south boat ramp). Bid Alternate 3 (north boat ramp) could not be awarded at that time due to insufficient funds. Council designated that all remaining LOT funding (estimated at $24,000 on 10/8/15) could be used to assist in funding the construction of the north ramp. Staff was directed to use this additional funding to request additional grant funding from Idaho Waterways Improvement Fund as well as work with the contractor during the construction to identify efficiencies that may decrease the cost to construct the north ramp. On September 22, the McCall Redevelopment Agency dedicated $10,000 to this project for the construction of a small section (approximately 26 feet long) of retaining wall that would abut the boat ramp’s south sidewalk. This wall would address erosion of a portion of the volleyball court and stabilize the existing stormwater outfall. Actual LOT revenues have been revised upward to approximately $40,000. Additionally, staff successfully applied for and will receive an additional $10,600 from the Idaho Waterways Improvement Fund. The additional LOT and grant funding will allow for the completion of the north ramp as well as complete construction of the entire 90 foot long volleyball court retaining wall. The City Engineer is in final negotiations with the contractor (Richard L. Jordan) on the actual cost of this proposed change order to the contract. Final change order costs will be presented at the meeting with a recommendation to award this change order. Staff has reviewed this substantial contract extension with legal counsel and they concur that this approach complies with applicable procurement rules.  RECOMMENDED ACTION: Approve the proposed change order with Richard L. Jordan for Fir Street Boat Ramp Reconstruction -- Fall 2015 for completion of the north ramp and volleyball court retaining wall.
