SUMMARY STATEMENT:
ITD conducted formal bidding for the City’s Community Choices for Idaho Grant project. The bid opening occurred on October 27, 2015. There were two (Paul Construction, Inc & Granite
Excavation, Inc) bids received. Attached is a bid summary of the project components and an overall site plan of the project.
The low bid received was $384,520.50. This bid was 143% of the Engineer’s Estimate ($271,005.63 by Keller Associates). This is outside of ITD’s normal award parameters of 75% to 110%,
which means the City can justify funding available to award the low bid or can reject all bids received.
City staff and Keller Associates met with the McCall Redevelopment Agency (MRA) on November 24, 2015 to recommend rejection of all bids and discuss opportunities for MRA to contribute
additional funds to the Project. MRA voted to reject all bids and meet with City and Keller staff on December 8, 2015 to evaluate changing the scope of the project and/or providing
additional funds in preparation for rebidding the project with a revised PS&E packet.
Because this is a City of McCall project (not MRA), formal rejection of bids requires action by City Council. Therefore, Staff will present to Council their rationale for rejecting
all bids and recommend future steps to be taken for revising the PS&E packet and project budget in preparation for rebidding the project in early 2016. Attached is a draft letter written
to ITD formally justifying the rejection of all bids, should the Council choose this recommended action.
RECOMMENDED ACTION:
Reject all bids received for ITD Project A014(341) and authorize the City Engineer to submit a letter to ITD affirming this decision.
