The purpose of the meeting was twofold: Evaluate the Community Choices project for options for reducing project scope and revising project specifications. Discuss MRA’s budget with respect to determining additional funding that could be committed to the project. Staff recommended not reducing the project scope, since all project components were consistent with MRA’s master plan and considering the significant staff time and engineering costs incurred to date. Instead, staff recommended modifying some of the project specifications based on bidder feedback that would reduce the overall cost of the project. Staff also recommended rebidding the project with the goal of increasing competition and the number of bidders. During the first solicitation, only two bids were received, and it was apparent that most bidders were not familiar with the project. Although MRA would not commit to a specific dollar amount, they did approve of having Keller Associates (design Engineer) revise the project specifications in preparation for rebidding. Keller’s proposed cost to revise the specifications was not to exceed $5,000.00 and would be paid by the MRA fund. Because this is a City of McCall project (not MRA), formal authorization to increase Keller’s design budget requires action by City Council. Keller will then submit a proposal to ITD, who will provide formal paperwork to the City.  RECOMMENDED ACTION: Approve a not to exceed $5,000.00 design budget to Keller Associates for revising project specifications in preparation for rebidding and authorize the Mayor to sign all necessary documents. December 3, 2015 Reject all bids received for ITD Project A014(341) and authorize the City Engineer to submit a letter to ITD affirming this decision
