SUMMARY STATEMENT:
In accordance with FAA guidance, a qualifications-based selection for airport engineering and planning consultant services must be accomplished every five (5) years. The last selection
for the airport tin McCall, which resulted in selection of T-O Engineers, was completed in December of 2010. Therefore, an RFQ was released in August of 2015 with a submission deadline
of September 2015 to prepare for a selection in December of 2015. Four submissions were received at the deadline from T-O Engineers, Riedesel Engineering, Armstrong Engineering, and
Reid Middleton Engineering.
In accordance with FAA guidance, a group of no less than three individuals should be established to score submissions. Of this scoring group, one member is required to be an engineer.
The scoring group used in this process was comprised of Nate Coyle (City Manager), Nathan Stewart (City Engineer), and Mark Thorien (AAC Member). Following scoring and extensive discussion,
the group unanimously recommended T-O Engineers as the most qualified candidate for services needed at the McCall Municipal Airport.
The existing agreement for general airport engineering consultant services between T-O Engineers and the City of McCall expires on 31 December, 2015. The enclosed agreement provides
for continuation of these services, pending Council’s concurrence with the recommended selection of T-O Engineers.
RECOMMENDED ACTION:
Approve selection of T-O Engineers as the engineering and planning consultant for the McCall Municipal Airport, approve the enclosed annual engineering services agreement between T-O
Engineers and the City of McCall, and authorize the Mayor to sign all necessary documents.
