The western portion of the City campus was identified for a proposed 36-unit housing complex and a new community center. The concept of affordable housing and community space in this location is consistent with the 2006 McCall City Campus Plan, McCall Area Comprehensive Plan and the award winning Downtown Master Plan. The Developers are requesting a long-term lease agreement be entered into between the City and the Developers, or their designee, if funding is awarded for the project and subject to conditions outlined in the letter of commitment (see letter of commitment for conditions). If the City and Developer do not get a mutually agreed upon lease or the design/infrastructure, then the City is under no obligation to proceed with the partnership. The letter of commitment is similar to the process City when staff requests approval to apply for grants. If funding becomes available, then the specific agreements and site plan and design details are determined. The project requires approval through the Design Review process but additional neighborhood and public meetings will be scheduled for additional public input. It is expected that the building(s) are of a high design standard (similar to Alpine Village) and project is subjected to the same requirements as other mixed use developments. If funded, the legal council and staff will carefully draft the terms of the lease (which would require City Council action) and provide input on site planning and design to ensure the most benefit to the community and a high quality project in the downtown. If funded this cycle, the project would be constructed by May 2017.  RECOMMENDED ACTION: Approve the Conditional Letter of Commitment for 32 affordable housing units and 4 market rate units and a new 4000 sq. ft. + community center on the western portion of the City Campus and authorized the Mayor to sign.
