REGULAR MEETING
February 26, 2013
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM. In attendance were Councilmembers
Jeffrey Davis, Doug McElhaney and Gregg Stucki; Planning Director Jeff
Reinhart, City Engineer Rebecca Andrus, City Treasurer Jennie Ross,
Community Development Director David Olsen, Police Chief Mike
NaVarre, City Manager Donna Metzler and City Recorder/Assistant City
Manager Rachel Stenta.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM. Eleven (11) members of the audience and media were present.
Councilmember Davis moved to approve the Regular Council Meeting
Minutes of January 8, 2013. Councilmember Stucki seconded the
motion. The motion carried 3-0 aye.
There were no Citizens to Be Heard.
A Community Development Department Update was not given.
Under Engineering Department Update, City Engineer Andrus stated
that she had met with the Utah Department of Transportation regarding
the road pavement rehabilitation project scheduled for this summer and
that the Lions Park and Stewart Canyon agreements were in process.
City Engineer Andrus then stated that the water main break had been
fixed and service was restored.
Under Planning Department Update, Planning Director Reinhart stated
that it had been slow for Planning and the last Commission meeting was
canceled. Planning Director Reinhart stated that staff was diligently
working on the General Plan Revision as well as the draft Mobile Vendor
Ordinance.
A Police Department Update was not given.
A Public Works Department Update was not given.
Councilmember Stucki moved to approve a Special Event License for
Moab Skinny Tire Festival to Conduct a Road Cycling Tour on March 9 to
12, 2013. Councilmember McElhaney seconded the motion. The motion
carried 3-0 aye.
Councilmember Davis moved to approve a Special Event License for
Moonshadows in Moab to Conduct a Road Cycling Event on May 18,
2013. Councilmember Stucki seconded the motion. The motion carried
3-0 aye.
Councilmember McElhaney moved to approve a Special Event License for
Moab Century Tour to Conduct a Road Cycling Event on September 20 to
23, 2013. Councilmember Stucki seconded the motion. The motion
carried 3-0 aye.
Councilmember Davis moved to approve a Special Business Event
License for the Delicate Stitchers to Conduct a Quilt Show on March 9 to
10, 2013 at the Grand Center. Councilmember McElhaney seconded the

Councilmember Stucki moved to approve a Request by the Moab Music
Festival for an Amplified Music Event at Old City Park on September 1 to
2, 2013. Councilmember McElhaney seconded the motion. The motion
carried 3-0 aye.
Mayor Sakrison opened a public hearing on Public Input on Proposed
Resolution #03-2013 —A Resolution Amending the Fiscal Year 2012/2013
Annual Budget at 7:09 PM.
City Manager Metzler gave an overview of the proposed resolution.
No public comment was given.
Mayor Sakrison closed the public hearing at 7:13 PM.
Councilmember Davis moved to Award the Rotary Park Improvements
Project Bid to Stapp Construction in the amount of $103,692.
Councilmember Stucki seconded the motion. The motion carried 3-0 aye
by a roll -call -vote.
Councilmember Stucki moved to approve the Rotary Park Improvements
Project Contract. Councilmember McElhaney seconded the motion. The
motion carried 3-0 aye.
There was no Correspondence to be Read.
An Administrative Report was not given.
A Report on City/County Cooperation was not given.
Mayor and Council Reports were not given.
Councilmember Davis moved to approve the bills against the City of
Moab in the amount of $138,528.58. Councilmember McElhaney
seconded the motion. The motion carried 3-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the Regular Council Meeting at 7:16 PM.
