Pledge of Allegiance Affidavit of Posting Adjustments to the Agenda - None ORAL AND WRITTEN COMMUNICATIONS: None 1) Approval of the Minutes of the Regular Meeting of January 10, 2012. Recommendation: Approval of the Minutes of January 10, 2012 as presented. Motion by Commissioner Davis, Seconded by Commissioner Salinas to approve the minutes as presented. Vote: 4/0 (Commissioner Bennecke abstained due to absence from meeting) 2) Scheduled Matters/Public Hearings a. Appeal for the Denial of 11-APP-74, 196 E. 6th Street Applicant: Cherry Tree Cottage/Robb Foskett Recommendation: Close the Public Hearing and deny the appeal and uphold staff denial of 11-APP-74. Staff report was given by Kyle Warsinski, Community Development Analyst Motion by Commissioner Bennecke, Seconded by Commissioner Davis to continue to the next regular meeting of March 13, 2012. Vote: 5/0 b. Tentative Tract Map No. 36435 - Proposed Subdivision of Approximately 21.67 acres into a condominium map with 181 mobile home units located at 1444 Michigan Avenue. Applicant: Country Highlands MHC, LP Recommendation: Hold a Public Hearing and Recommend to the City Council the approval of Tentative Tract No. 36435 for a two-year period based upon the findings and subject to the conditions of approval. Staff report was given by Rebecca Deming, Planning Director Open Public Hearing 6:10 p.m. Speakers: Ski Goldstein -Applicant Representative Gilbert Nunez— Resident— Questions were answered Closed 6:28 p.m. Motion by Commissioner Bennecke, Seconded by Commissioner Davis to Recommend to City Council Approval of Tentative Tract No. 36435 for a two-year period based upon the findings and subject to the conditions of approval. Vote: 5/0 5/0 c. General Plan Amendment 11-GPA-02, Hidden Canyon Specific Plan Amendment 11-SPA-01, Parcel Map 36425 (11-PM-03, Plot Plan No. 11-PP- 04 and EIR Addendum. Located at the Western Terminus of Fourth Street, South of Highway 60, East of Jackrabbit Trail. Applicant: Timoteo Land Environmental Development, LLC Recommendation: 1. Hold a Public Hearing; and, 2. Recommend to City Council Approval of the EIR Addendum; and, 3. Recommend to the City Council Adoption of the Resolution to amend the General Plan (11-GPA-02) designation for the site, from Single Family Residential to Industrial, and updating the General Plan Circulation Map. 4. Recommend approval to the City Council amending the Hidden Canyon Specific Plan (11-SPA-01); and, 5. Recommend approval to the City Council of Tentative Parcel Map 36426 as presented; and, 6. Approve Plot Plan 11-PP-04 as presented. Recommend to City Council Approval of the EIR Addendum; and, 2. Recommend to the City Council Adoption of the Resolution to amend the General Plan (11-GPA-02) designation for the site, from Single Family Residential to Industrial, and updating the General Plan Circulation Map. 3. Vote: 3/2 (Commissioner Smith and Commissioner Salinas voted no).
