Call to Order: 6:00 p.m. Place: Civic Center, Room 5
Roll Call: Chairman Balingit, Vice—Chairman Davis, Commissioner Smith,
Commissioner Bennecke, Commissioner Salinas were present.

1) Approval of the Minutes of the Regular Meeting of October 9, 2012.
Recommendation: Approval of the Minutes of October 9, 2012 as presented.
Motion by Commission Bennecke, Seconded by Commissioner Smith to approve
the Minutes as presented. Vote: 411 (Davis abstained due to absence from the
meeting)
2) Scheduled Matters/Public Hearings
a. Conditional Use Permit No. 12 -CUP -11 Padworks, Inc. — A Proposed Indoor
Carpet Recycling Center at 149 E. Td Sheet Applicant Adam Habib
Recommendation: Hold a Public Hearing; and approve Conditional Use Permit No. 12 -
CUP -11, based upon the findings stipulated herein, subject to the attached conditions of
approval.
Staff report was given by Rebecca Deming, Director of Planning, with the request from
the applicant to open the public hearing and continue it to the next regular meeting of
December 11, 2012.

Public Hearing to the Regular Meeting of December 11, 2012 at 6:00 p.m. Vote: 510
b. Wal-19lart Sign Program Amendment 12 -SN -31, Located at 1540 Second Street
Marketplace. Applicant: Wal-Mart
Recommendation: Hold a Public Hearing; and Approve Wal-Mart Sign Program Amendment
12 -SN -31.
