Call to Order: 6:00 p.m. Place: Civic Center, Room 5
Roll Call: Chairman Smith, Vice Chairman Bennecke , Commissioner Wirick, and
Commissioner Tinker were present.
Commissioner Balingit has resigned from the Planning Commission effective today due to
work constraints.

PUBLIC COMMENT PERIOD: None
1) Approval of the Minutes of the Regular Meeting of May 14, 2013.
Recommendation: Approval of the Minutes of May 14, 2013 as presented.
Motion by Commissioner Bennecke, Seconded by Commissioner Wirick to approve as
presented. Vote: 410
2) Scheduled Matters/Public Hearings
a. Conditional Use Permit No. 13 -CU P-07, Request for Pawn Broker Business "Pawnderosa
Coin and Loan" Located at 625 Beaumont Avenue. Applicant: Noel Goetz
Recommendation: Hold a Public Hearing and Approve Conditional Use Permit No. 13 -CUP -
07, subject to the conditions of approval.

Motion by Commissioner Wirick, Seconded by Commissioner Tinker to approve with the added
condition #3.9 — exterior facade of business shall be improved at the discretion of the planning
department. Improvements to be implemented no longer than one year after the open of
business. Vote: 410
b. General Plan Amendment 13 -GPA -02, Hidden Canyon Industrial Park Specific
Plan Amendment 13 -SPA -03, Revised Tentative Parcel Map 36426 (13 -PM -01),
Development Agreement 13 -DA -02. Located at the Western Terminus of Fourth
Street, South of Highway 60, East of Jack Rabbit Trail
Applicant: Timoteo Land Development, LLC
Recommendation:
Staff recommends that the Planning Commission:
1. Hold a Public Hearing; and,
2. Recommend to the City Council Approval of a Resolution Amending the General Plan
(13 -GPA -02), updating the General Plan Circulation Map.
3. Continue off calendar the Amendment to the Hidden Canyon Specific Plan (11 -SPA -01);
and,
4. Recommend to the City Council Approval of Tentative Parcel Map 36426 as presented;
and,
5. Recommend to the City Council Adoption of Ordinance for the implementation of
Development Agreement 13 -DA -02.

Motion by Commissioner Bennecke, Seconded by Commissioner Wirick to recommend to
continue the consideration of the Amendment to the Hidden Canyon Specific Plan off calendar
to be re advertised at a later date, and recommend to the City Council:
1. Approval of a Resolution Amending the General Plan (13 -GPA -02), updating the
General Plan Circulation Map.
2. Approval of Tentative Parcel Map 36426 as presented; and,
3. Adoption of Ordinance for the implementation of Development Agreement 13 -DA -02.
