Although the application received a “recommended for funding” score, it was not funded. City staff wish to resubmit the 2014 application to include design, engineering and construction of street, water, sewer, stormwater, bicycle/pedestrian and fiber optic improvements in a four block area in downtown. In addition, the application will include the siting and construction of a transit center on the City campus. TIGER funding allows rural communities to apply for funds and not provide matching funds, however, water and sewer infrastructure are not eligible for TIGER funding. The attached cost estimate, prepared by the City Engineer and Horrocks Engineers, shows the approximate total cost for the project as well as the City cost share. The cost for the transit center is included in the total project budget, but the funding is through an FTA grant award to Treasure Valley Transit. If awarded, it is expected that the project would commence in FY17, and be completed by FY19.  RECOMMENDED ACTION: Approve submission of a 2015 TIGER Discretionary Grant to the US Department of Transportation for infrastructure improvements in downtown McCall and authorize the Mayor to sign all necessary documents.
