SUMMARY STATEMENT:
City staff and SPF Water Engineering are finalizing the CIP cost estimates for WWTP improvements as well as a long term CIP components for the city’s collection system. Of immediate
need is the status of the sand filters since DEQ has mandated that a filtration method be utilized under the draft reuse permit. The current work will determine the long term viability
of the sand filters, the cost to rehabilitate the sand, life cycle costs over the next twenty years as well as identifying alternatives with comparison cost estimates. Other work includes
determining the overall health of the existing treatment lagoons and a more detailed analysis of sludge depths.
A revised contract from FCS Group, modifying the debt service statement within Task 3 of the scope, has been received and signed. An initial data request has been provided and staff
is currently working on providing that information. The data request is attached for your review. It is expected as the rate study progresses; additional data will be required.
At the time of preparation for this agenda bill, staff is still working to identify a date to hold a joint meeting between the PLRWSD Board and City Council for a presentation from Bond
Counsel (Nick Miller).
With the assistance of JUB Engineers and the PLRWSD, city staff has been updating the timeline for consolidation and reuse planning functions to ensure that all tasks moving forward
are accounted for. This timeline will be brought back to the Council soon.
City and PLRWSD staff has been working with legal counsel regarding extension of existing landowner agreements to allow additional time for implementation of the reuse process. Verbal
conversations with landowners will be completed this month to ensure support for extension from all landowners. Legal assistance will be sought to provide language for an extension
to these agreements, and staff hopes to have this process completed by June.
