SUMMARY STATEMENT:
The intent of this agenda bill is to seek direction from Council to move forward with a fee system proposal for overnight parking within the Mill Road parking lot. The intent of the
fee is to encourage greater turnover within the lot while providing a system that is easier to enforce by city staff. As previously mentioned, revenue generated from this system would
be used to maintain parking lot and improvements.
It is critical that staff receive direction from the Council on this system prior to approaching the Idaho Department of Parks and Recreation (IDPR) to request approval for charging
a fee for overnight parking. By concurring with the process and providing general direction for a fee amount, staff can provide IDPR members with a clear/detailed understanding of this
proposal. If this direction is received from the Council staff will schedule a public hearing regarding the new fee and propose a resolution for Council consideration.
Attached to this agenda bill is a memorandum to remind the Council of the earlier-discussed components of an overnight permit system along with a staff recommendation for an overnight
permit fee.
RECOMMENDED ACTION:
Direct staff to move forward with a proposed fee system, and provide direction for a proposed fee amount.
