The attached sheets will help explain in more detail the process Cable One has in place to do this. Sincerely, Carla Bernardi for Sal Grenillo General Manger Cable One West Valley 2101 E Karcher Rd Nampa, ID 83687 208-455-5575 System Blind Audit Process The purpose of system blind audits is to ensure optimal system performance by eliminating unauthorized drain on capacity through the monitoring of authorized and unauthorized equipment. Additional benefits of our audit will be: • Data base clean up • Reduced leakage • Removal of unauthorized equipment • Quality assurance on services rendered to each customer • Ensuring that only authorized paying customers are connected to our plant The process: • Each designated technician will, during the performance of his daily duties, audit 5 random connections to ensure that the connection is authorized and has all authorized services. • When the connection is blatantly an illegal connection (ie: a connection that does not contain the proper connections or our equipment is damaged), the technician will knock on the door where the connection is attached. • The technician will say to the person who opens the door (unless it's a child) that they have discovered during an audit that this dwelling is attached to our system but that we have no record of the attachment. • We ask if the person has any record of doing business with Cable ONE. • If yes, then we call and verify the services on the customer's document and after verifying all service information, we thank the customer, and apologize for any inconvenience we may have caused. • if the answer is no, that the person has no record of doing business with the Company, we ask if they would like to become a Customer. • if yes, we sign them up to whatever level of service they wish. • If no, we then proceed to photograph the illegal connection and record the date and time of the contact. We then disconnect the drop. • If no one answers the door, we disconnect the drop after photographing it and recording the date and time. We then tag the door with a number to call if they wish to become a customer and receive amnesty for the hook up. The tag also describes the law and it's penalties. This completes the first round of our audit. This is followed up by a second auditing pass of all the disconnected addresses from the first pass. If any of these addresses are again attached to our system without authorization, we photograph and document them again. • The technician will say to the person who opens the door (unless it's a child) that they have discovered during a re -audit that this dwelling is again attached to our system but that we have no record of the attachment. • We ask again, if the person has any record of doing business with Cable ONE. • If yes, then we call and verify the services on the customer's document and after verifying all service information, we thank the customer, and apologize for any inconvenience we may have caused. • If the answer is no, that the person has no record of doing business with the Company, we ask if they would like to become a Customer. • If yes, we sign them up to whatever level of service they wish. • If no, we then tell the person that we will be reporting the incident to local police for enforcement. • if no one answers the door, we report the reattachment to local law enforcement. This completes the second round of our audit. This is followed up by our final auditing pass of all the disconnected addresses from the first pass. If any of these addresses are again attached to our system without authorization, we photograph and document them again and again report to law enforcement.
