HomeMy Public PortalAbout09-06-12 agendaSeptember 6, 2012 An Agenda Meeting of the Mayor and Council of the Borough of Agenda Carteret preceding the Regular Meeting, September 20, 2012, Meeting was held on September 6, 2012, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted Present: Council President Diaz Councilman DiMascio Krum " Naples Sitarz Noted absent were Mayor Daniel J, Reiman, Borough Attorney Robert Bergen and Councilman Bellino. Also noted present was Municipal Clerk Kathleen M. Barney and Chief of Staff Michael Sica, Esq. Noted Present Noted Absent Also Noted Present The Clerk stated that on January 9, 2012 the 2012 Annual Statement of Meeting Notice was mailed to The Home News Tribune, The Star Ledger Notice and posted on the Bulletin Board on January 9, 2012. Notice was published in The Home News on January 9, 2012 and in The Star ledger on January 10, 2012. The meeting was opened with a minute of Silent Prayer and the Silent Prayer/ Pledge of Allegiance led by Council President Diaz. Pledge of Allegiance Upon MMS &C by Councilmembers Sitarz and Krum and Approval of Minutes unanimous affirmative vote of the five (5) Councilmembers present, the minutes of August 2 & 16. 2012 were approved as transcribed and engrossed by the Clerk. Upon IVIMS &C by Councilmembers Sitarz and Naples and Resolutions, Agenda Items unanimous affirmative vote of the five (5) members present, and New Business 1 September 6, 2012 Open t o Public the public portion on Resolution /Agenda Items and New Business was open to the public. Joseph Czajkowski, 14 Matthew Avenue, said there are Re: Rite Aid problems around Matthew and Rite Aid. Parking, Speed bumps are not good. The street has not been paved since 1979. Drivers speed to avoid light on Washington Avenue and then down Matthew Avenue. There is a problem with parking with the corner & Rite Aid - The drive - through there has become a street. We need to focus on the roads in town. Failed condos became apartments and all of those blocks are going to the turnpike and get there faster going down Matthew Street. Council President Diaz said he recalls meeting Mr. Czajkowski at a Planning Board Meeting. He remembers promising him that he would bring that information back to the Mayor. He spoke to the Municipal Engineer and that is how he got the speed bumps put in. He also had spoken about that particular project that was slated that ,night which is Investor's Bank and the flow of traffic and how it go either back out onto Washington or Matthew. Speed Bumps Mr. Czajkowski said that was his concern, the flow of traffic. He stated that the speed bumps have a very minor effect. Council President Diaz said it's tough to control a lot of that. He will talk to the Municipal Engineer to take a look at that again in terms of the serpentine type of driving that's happening there. He's not sure what else can be done. He'll talk to him because he's not an expert on street design and whatever safety measures can be implemented on that street besides perhaps, even additional policemen. The parking situation, there's going to be certain times when you're going to find students, teachers... Mr. Czajkowski said it's continuous. It's gotten worse not only Re: Volume of Vehicles because of the increased volume of cars but because of the aggressiveness for parking. He has cars parked two (2) feet on his driveway and he can't get out. 2 September 6, 2012 Council President Diaz asked if he thinks its people parking there and catching a bus nearby. Mr. Czajkowski said it is primarily high schools kids. Councilwoman Naples asked if there is any residents parking Discussion in that area. Council President Diaz said he doesn't know, he doesn't think there is any permit parking in that area. Council President Diaz asked him if he has been in contact with the Mayor. Mr. Czajkowski said he sent him an email detailing this in great detail. He heard from the secretary but not from anyone working on the implementation. Council President Diaz said they will reach out to him. Councilmember Sitarz asked if he addressed the Police Chief too. Mr. Czajkowski said he was very happy with the response from the Police Department. In reality, he is looking for a more global solution to the problem as opposed to an enforcement program. Thomas Torres, 186 A Washington Avenue spoke but was Thomas Torres inaudible. HE said he has multiple cars, (inaudible)... people and a five (5) year old boy. The issue he has been trying to get resolved is the parking. They went backwards because Complaint everything is painted yellow. Many times he has to park on the other side of the street and cross the street with his son to get to his house. He doesn't know what the intention was. On every corner there are yellow lines painted. His main thing is the safety of his kid. He suggested allowing only half of the parking for school parking. He complained about noise coming from 3. September 6, 2012 Mr. Torres iaas complaining about noise the field by the school during practice. He could hear talking and noise. Council President Diaz asked if that was part of the band practice on the corner. Councilwoman Naples said perhaps it is the PA system that may be filtered outside when they make the announcements. Thomas Torres said no. An unidentified person said it is the megaphone when they are practicing on the front lawn. Councilwoman Naples said its band practice but she guesses the hours are restricted. Council President Diaz said we have a Council Liaison to the school board so we will make sure we get that information to them. Mr. Torres complained about people shooting around the Drugs & Prostitution corner by Rite Aid. There is drug use and prostitution in that area. Councilmember Krum asked if he calls the cops when he sees this. Mr. Torres said lie used to. Council President Diaz told him in the future if he sees illegal activity to call 911. Raj Singh Raj Singh, 11 Matthew Avenue is concerned about safety. They complaint about need more lighting because at night there are people using Rite Aid grass and having sex. He did speak to the Mayor and told him he sees needles and bags. The Mayor asked if any high school kids were involved and he said he did not know because the gentleman... (inaudible...). He picked it up and put it in the garbage. As far as the lighting, he brought it to the Mayor's LM September 6, 2012 attention and he told him to cal PSE &G and have them take care of it but he will talk to the Construction Official. Council President Diaz said they will have the Borough Engineer John DuPont look into this. They spoke about the lighting on the street. Mr. Singh complained that the Rite Aid trucks backed up unto his property. Discussion An indentified person said there are drugs and syringes and he (con' t) threw them away. The Mayor said to tell the Police Department. Council President Diaz advised them not to pick up any drugs, etc. that they find outside and to call the Police Department and also to call whenever they see inappropriate behavior. Upon MMS &C by Councilmembers Sitarz and Krum and Closed unanimous affirmative vote of the five (5) members present, the public portion of the meeting was closed. Council President Diaz read the Resolutions into the record: Resolutions - 1. Approving Place -to -Place Transfer of ABC License #1201 -33- 013 -008, Re: Edio Corp. t/a Oliveras De Serra. 2. Directing the Issuance of Various Taxi Driver's Licenses - Safeway Taxi & Limo. 3. Appointing Special Police Officers. 4. Budget Insertion from the Port Authority of New York and New Jersey Security Grant. S. Authorizing Submission of an Application for the 2012 Municipal Engineering Project of the Year 5 September 6, 2012 Award - Carteret Waterfront Pier Extension Project. 6. Authorizing Submission of an Application for the 2012 Municipal Engineering Project of the Year Award - Improvements to Sullivan Field. 7. Approving & Authorizing Agreement & Supporting RCA & Home Funding for Senior Citizen Housing. 8. Professional Services - T &M Associates, Re: Engineering & Field Survey work -Green Acres Reimbursement for Waterfront Park Parking Lot. Council President Diaz said in reference to Resolution #5, this was the State Police Marina at a cost of $297,000.00. -'-'-Clerk's Note ** *Clerk's Note: The Resolution titled "Directing the Issuance of Various Raffle Licenses" was not included in the Consent Agenda. It will be on the meeting of September 20, 2012. Consent Resolutions #12 -144 through #12 -151 were introduced by Agenda Council President Diaz and referred to the Council for action. Upon MMS &C, by Councilmembers Krum and Sitarz Resolution #12 -144 RESOLUTION #12 -144 Place to Place transfer of ABC "AUTHORIZING A PLACE - TO - PLACE TRANSFER OF ABC License Eido Corp. Upon individual -roll call vote Councilmembers Diaz, DiMascio, Krum, Naples and Sitarz voted in the affirmative. Councilman Bellino was noted absent. LIST OF BILLS Upon MMS &C by Councilmembers Sitarz and DiMascio, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Ferry Ter minal Parking Lot List of Bills } September 6, 2012 Councilmembers Diaz, DiMascio, Krum, Naples and Sitarz voted in the affirmative. Councilmember Bellino was noted absent. Reports REPORTS 1. Clerk's Office - July & August 2012. Upon MMS &C by Councilmembers Sitarz and Naples and unanimous affirmative vote of the five (5) members present, all Reports were ordered to be received and placed on file. Business to BUSINESS TO BE ADDED - Be Added Councilmember DiMascio reported Progress. Councilmember Krum reported Progress. Councilwoman Naples said not at this time. Councilmember Sitarz reported progress. Councilmember Krum said he wanted to report one thing and that was that the Council President did a wonderful job his first time sitting in the Mayor's seat. Council President Diaz said thank you. He said he tried to be as open and accommodating as possible. Adjourned After no further discussion, upon MMS &C, by Councilmembers Sitarz and Naples and unanimous affirmative vote of the five (S) members present, the meeting was adjourned at approximately 6:27 P.M.
