Reiman at 6:00 P.M., Thursday, October 18, 2012, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino Jorge Diaz Dennis DiMascio Randy Krum Susan Naples Joseph W. Sitarz Also noted present was Borough Attorney Robert J. Bergen and Municipal Clerk Kathleen M. Barney, MMC. The meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The 2012 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board on January 9, 2012. Notice was also published in The Home News Tribune on January 9, 2012 and in The Star Ledger on January 10, 2012. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full members present, the Minutes of October 4, 2012 was approved as transcribed and engrossed by the Clerk. Regular Meeting Roll Call Also Noted Present Silent Prayer/ Pledge of Allegiance Statement of Meeting Notice Minutes Approved October 18, 2012 Ordinance Public Hearing ORDINANCE - Public Hearing 1. #12 -15 Authorizing Land Acquisition for Various Parking Improvements. Ordinance #12 -15 The Clerk stated that Ordinance #12 -1S was introduced and adopted on First Reading of the Borough Council of the Borough of Carteret held on October 4, 2012. It was duly published in The Home News Tribune on October 9, 2012 with notice that it will be considered for final passage after Public Hearing on October 18, 2012 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Open Upon MMS &C, by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full members present, the Mayor declared the Public hearing to be open. There were no comments from the public. Closed There being no comments or objections to the Ordinance the Mayor declared the Public hearing to be closed upon MMS &C by Councilmembers Sitarz and Krum and unanimous affirmative vote of the full members present. Transfer of ABC License from Bolieb Inc. to 800 Blair Road, LLC. It was a person -to- person transfer not a place to place. Comments Councilmember Bellino had one question on Resolution 8. He asked if it is the continuation of going under the Turnpike. Mayor Reiman replied that this is the micro tunneling of a new Sanitary Sewer Line, West Carteret, under the Turnpike. It will be a temporary closure of a part of the roadway and the entire roadway for through traffic. The residents will have access to it but if you are not a resident it will be closed. 4 October 18, 2012 Councilmember Bellino asked if it would be closed primarily on the Oak Avenue side. Mayor Reiman replied primarily, but they are going to have to build a tunneling pit and they are actually going to micro tunnel from one side over. Upon MMS &C, by Councilmembers Krum and DiMascio and unanimous affirmative vote of the full members present, the Meeting was opened to the Public. Michelle Harvey said she was there on behalf of the Woodbridge Developmental Center which is slated to close. I'm asking for a Resolution to support them. There are three hundred thirty three (333) people living there. Who will care for them? My own sister is there and Pm here speaking for the people who cannot speak for themselves. Mayor Reiman said to Michelle that he could tell her that they have been monitoring the Governors proposal for the Center. There are a few former residents of Carteret living in the facility, and there are current and former employees who work there. We think the facility works and we'd certainly be happy to entertain a resolution. He said he knew that Councilwoman Naples has your email and we are going to get a copy of the resolution that was adopted in Woodbridge. In his opinion this is just another attack by Governor Christie on the people of the State of New Jersey. He has shown time and again time again that he is anti labor and anti middleclass. This is the same Governor that has proposed cutting taxes for the top one third (1/3) of the income earners yet had cut locally. The Mayor said he could tell you what he cut in this town. He cut four million dollars in education funding, he cut road program funding and he ate up our entire UEZ Budget and eliminated the program. So we are losing millions of dollars a year in retail sales tax. He's is attacked Comments Continued Open To Public Discussion Re: Woodbridge Development Center October 18, 2012 Middleclass working communities and working families Discussion so he could provide these tax cuts for the richest one (1) Con't percent. We certainly will do everything we can to support the program and the Developmental Center. Mayor Reiman addressed Mr. Urban saying that he was the Governor's representative. You are the Governors appointment to the Housing Authority. When you came in earlier you asked about whether there was free lunch. These people aren't here for free lunch they are here to provide for families and people in need, like the people in the Developmental Center. I hope you'll take that message back to as his representative in Carteret to the Housing Authority. Kevin Urban replied that yes he is the Governors appointee to the Housing Authority. Due to the fact that his family member is a Section 8 landlord, he is prohibited from speaking unless he has a waiver. He is also concerned about the Developmental Center. Mayor Reiman said Mr. Urban is in communication with the Governor's office so he hopes he can share with him our concerns as a Community. Certainly he'll share it in a letter and via resolution. Mr. Urban spoke again but was inaudible. Toni Flynn has been an employee at the Developmental Center for thirty -eight years. There are 329 individual's living there now. They are disabled and handicapped and 70% are in wheelchairs and not verbal. Some of them have been there for 40 years. They cannot care for themselves. We need the help of the Mayor and Council. 6 October 18, 2012 Councilwoman Naples asked that Ms. Flynn explain the population and their medical needs. Thank You. They can't go into little buildings. On behalf of the Woodbridge Development Center Ms. Flynn spoke, but was inaudible. Mayor Reiman asked what the current plan was to place the residents. Or is he not that far ahead? Ms. Flynn spoke but was inaudible. Rex Reed, Political & Legislative Representative of AFSCME, American Federation of State, County & Municipal Employees. He represents the employees who work in Woodbridge. He came to ask the Mayor and Council to help to fight to keep Woodbridge and New Jersey Developmental Centers open. Moving them to communities will mean a 47% higher death rate. They need your help. Mr. Reed continued to speak but was inaudible. Rick Cobb spoke on behalf of Woodbridge. We need to stand with them. This is not about Woodbridge. It is about individuals who have lived there for 40 or 50 years. Mr. Cobb also asked for a resolution, Woodbridge and Totowa cannot close. Frank Wall said he has just celebrated 30 years in Carteret. He said he received his Sewer Rebate and wanted to thank the Mayor and Council. They always got back to him if he had a problem. The Streets are clean and the parks are wonderful. I'm please to live in Carteret. It's a safe and wonderful place to live. R.Reed Representative AFSCME Frank Nall October 18, 2012 Public Portion Upon MMS &C by Councilmembers Krum and Bellino and Closed unanimous affirmative vote of the full members present, the public portion was closed. Mayor Reiman Mayor Reiman thanked the employees and staff of the Re:Woodbridge Development Woodbridge Developmental Center for coming to the Center meeting tonight. The Council and I share your concern. Many of the residents are former residents of Carteret. They still have family ties to our community. Many of the past and current employees at the facility live in Carteret or have family and friends here in Carteret. We try to monitor the best we can the Governor's actions. Each and every day lie proposes a new policy or program that hurt the middleclass, the working poor. It hurts our children or those that are in need. Mayor Reiman said as he said earlier his concern is that top one or top ten% income earners in the State of New Jersey. He proposed not a property tax reduction but a 10% income tax cut that will save you and me about $100.00 and all his friends over $7,000.00 per year. We cannot afford what we don't need. The Council and I would be more than happy to pass a resolution in support of the facility and to fight against the closure. We'd be more than happy to attend other events or venues with you to share your concern and to express on behalf of Municipal Government and all of our twenty -three thousand residents that we need this type of facility. Buildings & BUILDINGS & GROUNDS - Committeewoman Naples Grounds reported briefly that the Department is winterizing the 10 October 18, 2012 boilers, snow equipment and maintaining their regular duties. FINANCE & ADMINISTRATION - Committeeman Diaz reported that under the tax collection office, tax collection begins on November 1St. The office is also in preparation of 2012 tax sale which is which is scheduled for the month of December. Under sewer collection we have continued the $100.00 Sewer Rebate and those applications have been coming in through the mail or walking into the office. Also, at the last meeting we signed and approved our receipt of the audit. He wanted to mention that if they had the opportunity to take a quick look at the back end of the audit there were no recommendations and that everything in the finance department is up to par. He reported continued progress. FIRE AND DOMENSTIC PREPARDNESS: Committeeman Krum reported progress. PARKS, RECREATION & PUBLIC PROPERTY - Committeeman Bellino reported that the normal day to day operations of the park and cleaning up the construction , this time, Progress in the parks department, it's seasonal at this time. POLICE Committeeman Sitarz addressed the Mayor and said that he and Captain McFadden would like to set up a meeting with him one day next week and discuss the purchase of cars. Mayor Reiman said we have three (3) new vehicles in line for this year's budget. It is part of the MCIA Program . It is my understanding that they are no longer making the Finance & Adminis tration Fire & Domestic Prepardness Pavks Recreation & Public Property Police Comments October 18, 2012 Hybrid Escape. The direction, of course is to "go green" and to look at an energy efficient, low gas mileage type vehicle even if we have to squeeze you guys into it. So, let's try identifying some other type vehicles. Public tdorks PUBLIC WORKS - Committeeman DiMascio said he was walking on Monroe Avenue the other day and one of the residents was talking about Monroe & Wedgewood Avenues. The resident said that they should put a speed bump there because the cars speed around that turn coming into Wedgewood. He said he spoke to Mr. DuPont and he checked it out and said it is a good spot. Next year we will be looking at that and taking it up because of the snow plowing and everything. Councilmember Bellino said it was brought to his attention by Councilwoman Naples that she went to a house on Harrison Avenue along the bend behind Mr. Puccio, they have the same problem. They are looking to put a speed bump there as well. Mayor Reiman said both are heavily traveled streets but Discussion what we found was when we fix and pave these roads they have a beautiful flat road so more traffic goes on it and the cars on tend to go faster. Councilmember Krum said any access from Carteret to Woodbridge or Port Reading via Jackson Ave. or Monroe is a short cut when they get off the Turnpike. Mayor Reiman said they approved a requisition the other day for additional flashing lights above the STOP signs, yield signs, and for additional speed bumps so they should be shortly. They'll be coming up soon. Councilman Sitarz said they are pretty good on Matthew Avenue. ,9 October 18, 2012 BOARD OF EDUCATION LIASION - Committeewoman Naples said she just had two brief items for tonight. The Central Office, Administration is applying for a grant with a few other neighboring districts. The application is going to be out any day now and she said she'd like to personally thank your department, Council President Diaz, Finance, and give a big thank you to your staff over there. I oversee one of the programs there in the school district, the school to work program. The students are not there for pay but for students who need assistance and job skills and work place behavior. They did start in the Finance Office, they are doing a great job. I am hopefully going to reach out to my other colleagues on the Council for some placements.
