This 2-inch main is well over 30 years old, located on private property, and is significantly corroded such that water provided to these properties significantly lacks adequate flow and pressure. All of the properties affected by this 2-inch main have been paying for City water service for over 20 years. In 2015, the Public Works Director, through correspondence with property owners, was notified of the poor water service conditions. Horrocks Engineers was tasked with completing the engineering design of the proposed water main with the expectation of construction to occur in 2016. The City Engineer is completing the engineering review for the Department of Environmental Quality. Attached is a copy of the construction plans and the engineer’s construction estimate. Starting on 8/19/16, The Water Department has been conducting formal bidding for the Edgewater Circle Water Main Replacement Project – Summer 2016. Attached are the project plans. If awarded, construction on this project would commence in late September and be completed by the end of October, 2016. Bids will be received from 8/19/16 through 9/7/16. The bid opening is scheduled for Wednesday, September 7, 2016 at 11:30 AM. Staff will compile and review all bid documents to ensure they comply with the bidding requirements. Staff will provide a summary of the bid results and a recommendation for contract award, if warranted. Also attached is a draft copy of the construction contract.  RECOMMENDED ACTION: Authorize staff to issue a “Notice of Award” to qualified low bidder, or reject all bids and authorize the Mayor sign and necessary documents.
